October 25, 2022 1. Donna Sayegh, 3104 Garland Drive, asked for the documentation of payments to the Home Care Housing Rehab Program and asked what homes had been rehabilitated Motion by Ms. Lucas-Burke, and seconded by Mr. Woodard, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING $31,880 OF HOME INVESTMENT PARTNERSHIPS PROGRAM INCOME AND APPROPRIATING SAID AMOUNT IN THE FY 2023 COMMUNITY PLANNING AND DEVELOPMENT PROGRAM FUND.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None 22 - 320 - Adoption of an ordinance accepting Aid-To-Localities funding in the amount of $392,845 from the Virginia Department of Fire Programs and appropriating said amount to the FY 2023 Grants Fund for use by the Department of Fire, Rescue and Emergency Services. Background:  The Virginia Department of Fire Programs has been providing entitlement funds to localities for more than twenty years for use by Suppression personnel.  Aid-To-Localities funding assists Virginia localities by providing funds to pay for training, construction of training centers, firefighter equipment, protective clothing and more.  ATL allocations are calculated based upon the most current U.S. Population Census which was conducted in 2020. Discussion:  The City of Portsmouth must complete and submit an Annual Report to the Virginia Department of Fire Programs\\VDFP detailing the use of funds and identifying any carryover funds for the year.  PFRES will utilize the funds for community fire safety education programs, cancer prevention initiatives, firefighter training, firefighting equipment and protective clothing. Financial impact:  This program does not require a local cash match and\\or In-Kind services. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Department will assign the budget code.  The funds will be expended in accordance with the ATL guidelines. Motion by Ms. Lucas-Burke, and seconded by Mr. Woodard, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING AID-TO-LOCALITIES FUNDING IN THE AMOUNT OF $392,845 FROM THE VIRGINIA DEPARTMENT OF FIRE PROGRAMS AND APPROPRIATING SAID AMOUNT TO THE FY 2023 GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND EMERGENCY SERVICES.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None 22 - 321 - Adoption of a resolution authorizing the conveyance of 2410, 2414 and 2416 Turnpike Road to the Economic Development Authority.
