October 25, 2022 <br /> <br /> <br /> It is necessary for City Council to accept and appropriate this additional <br />disbursement. <br /> <br /> The Settlement MOU requires the City to use the Settlement Funds for “Approved <br />Abatement Purposes”, which it defines as: “efforts to treat, prevent, or reduce opioid use <br />disorder or the misuse of opioids or to otherwise abate or remediate the opioid <br />epidemic…”. Specific examples of Approved Abatement Purposes are described in <br />Section (C)(4)(a) through (j) of the Settlement MOU. <br /> <br /> The proposed ordinance appropriates the $82,778.38 allocation of Settlement <br />Funds to the Department of Behavioral Healthcare Services for use for Approved <br />Abatement Purposes. <br /> <br />Financial impact: <br /> <br /> No local match is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> BHS will expend the Settlement Funds for Approved Abatement Purposes. <br /> <br />1. Donna Sayegh, 3104 Garland Drive, asked for information on the approved abatement <br /> purposes. <br /> <br />Motion by Mr. Barnes, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING SETTLEMENT FUNDS IN THE AMOUNT OF $82,778.38 <br />FROM THE NATIONAL OPIOIDS SETTLEMENT FUND TRUST AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2023 BEHAVIORAL HEALTHCARE <br />SERVICE FUND FOR USE BY BHS FOR APPROVED ABATEMENT PURPOSES AS <br />DEFINED BY THE VIRGINIA OPIOID FUND AND SETTLEMENT ALLOCATION MOU.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 319 - Adoption of an ordinance accepting $31,880 of HOME Investment <br />Partnerships program income and appropriating said amount in the FY 2023 <br />Community Planning and Development Program Fund. <br /> <br />Background: <br /> <br /> There is the need to add the following to the appropriation for the Community <br />Planning and Development Program for FY 2023: $31,880 of program income generated <br />by the repayment of Home Care housing rehab program and down payment and closing <br />cost program loans. <br /> <br />Discussion: <br /> <br /> The program income funds will be included in the Annual Action Plan. <br /> <br /> The additional program income needs to be appropriated by City Council. <br /> <br />Financial impact: <br /> <br /> The funds will support activities in the existing Annual Action Plan and there will <br />be no impact to service delivery. HOME funds require a match of not less than 25% of <br />HOME funds drawn. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The funds are approved and available upon authorization of the appropriation. <br /> <br /> <br /> <br /> <br /> <br /> <br />
