September 27, 2022 <br /> <br />Financial Impact: <br /> <br /> <br /> A local match is required.The local match is 15.5% and has previously been <br />appropriated in the FY 2023 Social Services Fund budget <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the appropriate budget adjustments. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Woodard, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING FUNDING FROM THE VIRGINIA DEPARTMENT OF <br />SOCIAL SERVICES IN THE AMOUNT OF $6,900 AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2023 SOCIAL SERVICES FUND FOR THE FAMILY <br />PARTNERSHIP MEETING INCENTIVE PROGRAM.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 294 - Adoption of a resolution adopting the 2022 Hampton Roads Hazard <br />Mitigation Plan to reduce damage and save lives in the event of a natural disaster <br />in the region. <br /> <br />Background: <br /> <br /> Portsmouth is vulnerable to a variety of natural hazards. Under emergency <br />management, our goal is to demonstrate our resiliency with preparedness, response, and <br />recovery capabilities. The Hampton Roads Hazard Mitigation Plan includes a community <br />profile, hazard identification, vulnerability assessment, capability assessment, mitigation <br />strategy, plan maintenance procedures, and appendices. <br /> <br /> The Hampton Roads Hazard Mitigation Plan will assist with pre-and/or post <br />disaster funding that could allow a faster recovery period or redevelopment of an area <br />impacted. Under a Regional Hazard Mitigation Plan, a major goal is mitigating an impact <br />and/or vulnerability that could disrupt vital Portsmouth community lifelines. <br /> <br />Discussion: <br /> <br /> The Disaster Mitigation Act of 2000 provided that communities with an adopted <br />and federally-approved hazard mitigation plan would be eligible for available hazard <br />mitigation funding. Under the Act, plans must be updated every five years. <br /> <br /> The Hampton Roads Hazard Mitigation Plan was originally adopted in 2006 and <br />updated in 2011 and 2017. <br /> <br /> The Plan is a regional effort involving 25 communities. It focuses on both regional <br />and local priorities. <br /> <br /> The final updated Hampton Roads Hazard Mitigation Plan will be in substantially <br />the form of the February 2022 draft included as an exhibit to this CMR. <br /> <br />Financial impact: <br /> <br /> Future federal funding is contingent on having a current and eligible hazard <br />mitigation plan. <br /> <br />Recommended Action: <br /> <br /> Adoption of the resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> Upon approval by all localities, the Hampton Roads Hazard Mitigation Plan will be <br />finalized. <br /> <br /> Elements of the plan will be implemented, including utilizing federal grant funding. <br /> <br />Motion by Dr. Whitaker, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br />
