September 27, 2022 <br /> <br />“RESOLUTION ADOPTING THE 2022 HAMPTON ROADS HAZARD MITIGATION <br />PLAN TO REDUCE DAMAGE AND SAVE LIVES IN THE EVENT OF A NATURAL <br />DISASTER IN THE REGION. <br /> <br />WHEREAS, <br /> the City of Portsmouth, Virginia recognizes the threat that natural <br />hazards pose to people and property within our community; and <br /> <br />WHEREAS, <br /> undertaking hazard mitigation actions will reduce the potential for <br />harm to people and property from future hazard occurrences; and <br /> <br />WHEREAS, <br /> an adopted Hazard Mitigation Plan is required as a condition of future <br />funding for mitigation projects under multiple FEMA pre- and post-disaster mitigation <br />grant programs; and <br /> <br />WHEREAS, <br />by Resolution R-17-09 adopted on February 28, 2017, City Council <br />adopted the 2017 Hazard Mitigation Plan, which was an update of the 2011 Hazard <br />Mitigation Plan; and <br /> <br />WHEREAS, <br />the 2022 Hampton Roads Hazard Mitigation Plan updates the 2017 <br />Plan and is the result of a two year long FEMA-prescribed regional planning process <br />which involved representatives from Portsmouth and 24 other localities; and <br /> <br />WHEREAS, <br /> the Virginia Department of Emergency Management and Federal <br />Emergency Management Agency, Region III officials have reviewed the 2022 Hampton <br />Roads Hazard Mitigation Plan and approved it contingent upon its official adoption by <br />participating governments and entities; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia, that it hereby adopts the “2022 Hampton Roads Hazard Mitigation Plan” as an <br />official plan. <br /> <br />BE IT FURTHER RESOLVED <br /> that the City Manager is authorized to submit this <br />Resolution to the Virginia Department of Emergency Management and to Federal <br /> <br />Emergency Management Agency, Region III officials to enable the Plan’s final approval.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 295 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />22 - 296 - Items Submitted by Council Members <br /> <br />There were no items submitted. <br /> <br />22 - 297 - Report on Pending Items <br /> <br />There were no pending items. <br /> <br />22 - 298 - Non-Agenda Speakers <br /> <br />1. Blair Vernon, 4012 Cedar Lane, voiced her concern with mosquitos, littering, and the <br />Virginia Employment Commission. <br /> <br />2. Martin Bayer, 300 North Street, asked for regular updates on the construction project <br /> on Court Street. <br /> <br /> <br /> There was a consensus of City Council to provide quarterly updates to Civic Leagues <br />regarding major construction projects in the neighborhood and to also place updates <br />online. <br /> <br /> <br /> <br /> <br /> <br />
