September 13, 2022 Financial Impact:  Appropriated revenues and expenditures in the FY 2023 Grants Fund will increase by $537,599. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  Finance staff will make the necessary budget adjustments.  City staff will provide grant management and oversight. Motion by Mr. Barnes, and seconded by Ms. Lucas-Burke, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING FUNDING IN THE AMOUNT OF $537,599 FROM THE PORTSMOUTH MUSEUMS FOUNDATION AND APPROPRIATING SAID AMOUNT IN THE FY 2023 GRANTS FUND FOR USE BY THE MUSEUMS DEPARTMENT FOR THE EXPANSION AND UPGRADE OF THE BODYWORKS EXHIBIT AT THE CHILDREN’S MUSEUM OF VIRGINIA.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None 22 - 259 - Adoption of an ordinance accepting $24,441 of HOME Investment Partnerships program income and appropriating said amount in the FY 2023 Community Planning and Development Program Fund. Background:  There is the need to add the following to the appropriation for the Community Planning and Development Program for FY 2023: $24,441 of program income generated by the repayment of Home Care housing rehab program loans. Discussion:  The program income funds will be included in the Annual Action Plan.  The additional program income needs to be appropriated by City Council. Financial impact:  The funds will support activities in the existing Annual Action Plan and there will be no impact to service delivery. HOME funds require a match of not less than 25% of HOME funds drawn. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The funds are approved and available upon authorization of the appropriation. Motion by Mr. Woodard, and seconded by Mr. Barnes, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING $24,441 OF HOME INVESTMENT PARTNERSHIPS PROGRAM INCOME AND APPROPRIATING SAID AMOUNT IN THE FY 2023 COMMUNITY PLANNING AND DEVELOPMENT PROGRAM FUND.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None 22 - 260 - Adoption of an ordinance accepting Summer Food Service Program grant funding in the amount of $377,436.65 from the Virginia Department of Education and appropriating said amount in the FY 2023 Grants Fund for use by the Department of Parks & Recreation.
