June 14, 2022 <br /> <br /> <br /> The structure is now vacant and PRHA has expressed a willingness to deed the <br /> <br />property to the City. <br /> <br />Discussion: <br /> <br /> The acquisition of 320 Quebec Street furthers the interest of the stormwater and <br />flood mitigation programs by preventing development in a flood hazard area. <br /> <br /> PRHA will deed the property to the City through a deed of gift. No purchase price <br />will be paid. <br /> <br /> After acquiring the property, the City will demolish the existing structure. <br /> <br />Financial Impact: <br /> <br /> No purchase price will be paid for the acquisition. After taking title to the property, <br />the City will pay for demolition of the structure on the property. <br /> <br />Recommended Action: <br /> <br /> Adoption of the Resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> The City will demolish the existing structure on the property. <br /> <br /> The City will maintain the property as open space, as it does with the numerous <br />other properties it owns in Sugar Hill. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to defer Item 22-157 to <br />the August 9, 2022, City Council meeting, and was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />22 - 174 - Adoption of an ordinance accepting Promoting Safe and Stable Families <br />COVID funding in the amount of $13,148 from the Virginia Department of Social <br />Services and appropriating said amount in the FY 2023 Social Services Fund to <br />assist eligible families. <br /> <br />Background: <br /> <br /> The Consolidated Appropriations Act of 2021 appropriated additional Promoting <br />Safe and Stable Families funding. The law allows for the additional PSSF funds to be <br />used for the same purposes as the regular annual PSSF grant, which is to provide <br />community-based family support and family preservation. <br /> <br /> The PSSF COVID funds enable localities to develop, establish, expand, and <br />operate coordinated community-based programs and cover certain costs for conducting <br />face-to-face contacts with children in foster care. <br /> <br />Discussion: <br /> <br /> Portsmouth Social Services applied for the Virginia Department of Social Services <br /> <br />PSSF COVID funds to increase the opportunity to assist additional families in Portsmouth. <br />The funds will allow Portsmouth Social Services to assist families with payment of <br /> <br /> <br />rent in the amount of $1,000 each for families that are at least thirty (30) days delinquent <br />on payment. In addition, the funds can be used to pay short-term Child Care services, <br />purchase HRT bus tickets or UBER gift cards for transportation to seek services or in <br />furtherance of employment or education, and to purchase any goods and/or services <br />necessary to preserve and strengthen families. <br /> <br /> <br />Financial Impact: <br /> <br /> This funding does not require a local match. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br /> <br /> <br /> <br /> <br /> <br />
