May 24, 2022 <br /> <br /> WHEREAS, <br />under the Amended and Restated Service Agreement for the <br />Hampton Roads Regional Jail as currently implemented, the City of Portsmouth is <br />obligated to pay for approximately 90 beds at a rate (as of July 1, 2022) of approximately <br />$155.00 per bed per day; and <br /> <br />WHEREAS, <br /> the Portsmouth Sheriff has declined to send prisoners to HRRJ, but <br />the City of Portsmouth nevertheless remains obligated to pay HRRJ for its allotment of <br />beds; and <br /> <br />WHEREAS, <br /> the City of Hampton desires to use HRRJ beds in excess of its allotted <br />share; and <br /> <br />WHEREAS, <br />the Cities of Portsmouth and Hampton have discussed the temporary <br />allocation of Portsmouth beds to Hampton in exchange for Hampton’s payment of a <br />reduced per bed per day rate directly to Portsmouth; and <br /> <br />WHEREAS, <br />the purpose of temporarily allocating beds to Hampton would be to <br />offset the amount Portsmouth is obligated to pay to HRRJ; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED <br />by the Council of the City of Portsmouth, <br />Virginia that it hereby authorizes the City Manager to negotiate and execute an agreement <br />with the City of Hampton providing for the temporary allocation of Portsmouth HRRJ beds <br />to Hampton in exchange for Hampton’s direct payment of a reduced per bed per day fee <br /> <br />to the City of Portsmouth.” <br /> <br />Ayes: Barnes, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: Battle <br /> <br />- New Business - <br /> <br />22 - 159 - Boards and Commissions <br /> <br />Vice Mayor Barnes offered the following nominations: <br /> <br />Behavioral Healthcare Services Advisory Board <br />Rodney Jones to be appointed for a term ending June 30, 2024, replacing Charlene <br />Chavis. <br />Ashley McBride to be appointed for a term ending June 30, 2025, replacing Milton <br />Blount. <br /> <br />Board of Zoning Appeals <br />Sandra Boone to be appointed ALTERNATE for to a term ending December 31, 2026, <br />replacing Tanisha Haywood. <br /> <br />Clean Community Commission <br />Miisha Clemons to be appointed to a term ending June 30, 2023, replacing Ashley <br />Austin. <br />Victoria Gaither to be appointed to a term ending June 30, 2025, replacing Danny Owen <br />III. <br />Benjamin Foster to be reappointed to a term ending June 30, 2025. <br />Mallenia Foster to be reappointed to a term ending June 30, 2025. <br /> <br />Community Criminal Justice Board <br />Shutanda Clayton to be appointed to a term ending June 30, 2025, replacing Melissa <br />Jenkins. <br />Latoya Hill to be reappointed to a term ending June 30, 2025. <br />Judge Bryan Meals to be reappointed to a term ending June 30, 2025. <br />Sergio Neal to be reappointed to a term ending June 30, 2025. <br />Col.
