Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to defer Item 22-158 to <br />the June 14, 2022, City Council meeting, and was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 158 - Adoption of a resolution authorizing an arrangement with the City of <br />Hampton regarding the use of City of Portsmouth beds at the Hampton Roads <br />Regional Jail. <br /> <br />Background: <br /> <br /> Under the Amended and Restated Service Agreement for the Hampton Roads <br />Regional Jail (HRRJ) as currently implemented, the City of Portsmouth is obligated to pay <br />for approximately 90 beds. <br /> <br /> The per day rate for each bed as of July 1, 2022 will be approximately $155, <br />resulting in an estimated cost to the City of $5,600,000 during FY 2023. <br /> <br /> The Portsmouth Sheriff has declined to send prisoners to HRRJ, but the City of <br />Portsmouth nevertheless remains obligated to pay HRRJ for the beds. <br /> <br /> The City of Hampton is interested in using HRRJ beds in excess of its allotted <br />share. <br /> <br /> Portsmouth and Hampton staff have discussed a temporary arrangement whereby <br />Portsmouth would allow Hampton to use Portsmouth’s beds. In exchange, Hampton <br />would pay a reduced fee directly to Portsmouth. <br /> <br />Discussion: <br /> <br /> While the reduced fee paid by Hampton to Portsmouth would not offset all of the <br />money paid by Portsmouth to HRRJ, it would at least allow Portsmouth to recoup a portion <br />of the money. <br /> <br /> The proposed Resolution would authorize the City Manager to reach an agreement <br />with the City of Hampton for the use of Portsmouth beds. <br /> <br /> The agreement would be terminable upon reasonable notice, so that Portsmouth <br />would be able to reclaim use of its HRRJ beds if the Sheriff’s position were to change, or <br />termination otherwise becomes desirable. <br /> <br />Financial Impact: <br /> <br /> The City would be able to recover some portion of the $5,600,000 to be paid to <br />HRRJ for Portsmouth’s allotment of beds. <br /> <br />Recommended Action: <br /> <br /> Adoption of the resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> The City Manager will negotiate a final agreement with the City of Hampton. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION AUTHORIZING AN ARRANGEMENT WITH THE CITY OF HAMPTON <br />REGARDING THE USE OF CITY OF PORTSMOUTH BEDS AT THE HAMPTON <br />ROADS REGIONAL JAIL. <br /> <br /> <br /> <br /> <br /> <br />
