May 10, 2022 Discussion:  Per Section 3.16 of the City Charter, the budget must be in balance, with estimated revenues equaling expenditures. The Proposed Operating and Capital Improvement Budgets for Fiscal Year 2023 comply with this law. City Operating Budget  The Ordinances necessary to adopt the Fiscal Year 2023 Operating Budget are attached to this report for City Council action as follows: a) Adoption of an ordinance to amend and re-enact Ordinance No. 2021-27 to impose and levy taxes for the fiscal year beginning July 1, 2022 and ending June 30, 2023, on real estate, tangible personal property, privately-owned pleasure boats, privately-owned camping trailers and motor homes, and machinery and tools within the city of Portsmouth, Virginia, for the purpose of raising revenue for the support of governmental operations and the public free schools and to pay principal and interest on the public debt. b) Adoption of a resolution approving the Community Planning and Development 2023 Annual Action Plan of the City of Portsmouth, Virginia, and authorizing the City Manager to file documents required to obtain the City’s Community Planning and Development grant entitlements. c) Adoption of an ordinance adopting the FY 2023 Classification and Pay Plan for employees of the City of Portsmouth, Virginia. d) Adoption of an ordinance to amend and reordain Sections 19-1, 25-92, 20-20, and 20-7 and Appendix A of the Code of the City of Portsmouth, Virginia (2006) for the purpose of establishing, rescinding or modifying taxes, rates and fees for non-resident library cards, youth and senior use of recreational facilities, itinerant vendors, and alcoholic beverage licenses. e) Adoption of an ordinance to amend Appendix A of the Code of the City of Portsmouth, Virginia (2006) to increase monthly stormwater utility fees as as of July 1, 2022, as authorized by Section 31.2-26 of said Code f) Adoption of an ordinance to amend Appendix A of the Code of the City of Portsmouth, Virginia (2006) to increase rates for water and sewage services as authorized by Sections 38-83 and 38-117 of said code. g) Adoption of an ordinance approving the Fiscal Year 2023 Operating Budget for the Portsmouth Public School System in the amount of $239,450,691 and appropriating the necessary funds to implement said budget for the Fiscal Year 2023. h) Adoption of an ordinance approving the FY 2023-2027 Capital Improvement Program and appropriating $71,730,000 in the FY 2023 Capital Improvement Fund, subject to receipt of the means of financing designated herein. i) Adoption of an ordinance to appropriate $492,196,475 forthe operation of City government during the fiscal year beginning July 1, 2022. Capital Improvement Program  Adoption of the proposed Ordinance by Council will appropriate the funding for Fiscal Year 2023 of the Capital Improvement Program, subject to receipt of the estimated means of financing designated in the Ordinance.  Fiscal Years 2024-2027 of the Capital Improvement Program are approved for long-term planning purposes but not appropriated.  The Ordinance necessary to adopt the Fiscal Year 2023-2027 Capital Improvement Program is attached to this report for City Council action as item (h) identified above. Portsmouth Public Schools  The Ordinance necessary to adopt the Fiscal Year 2023 Portsmouth Public Schools Budget is attached to this report for City Council action as item (g) identified above. Financial Impact:  City Operating Budget--Per Section 3.16 of the City Charter, the budget must be in balance, with estimated expenditures equaling appropriations. The Proposed Operating Budget and Capital Improvement Budget for Fiscal Year 2023 comply with this law. Under the Operating Budget ordinance proposed for adoption, appropriations under the Budget will made available on the approval of the City Manager.
