<br />At a Regular Meeting of the City Council on Tuesday, May 10, 2022, there were

<br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City

<br /> Mayor Glover asked for a moment of silence which was followed by the Pledge of
<br />Allegiance to the Flag.
<br />
<br /> Mayor Glover called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Woodard, to adopt the minutes of a
<br />Called Meeting of April 26, 2022, and of a Regular Meeting of April 26, 2022, was adopted
<br />by the following vote:

<br />- City Manager’s Report -
<br />
<br />22 - 140 - Adoption of ordinances to appropriate the total sum of $803,377,166 for
<br />the operation of the City Government for Fiscal Year 2023 for the following areas:
<br />City Operating Budget -- $492,196,475; Capital Improvement Fund $71,730,000;
<br />Portsmouth Public Schools Operating Budget – $239,450,691.

<br />Background:
<br />
<br /> On March 29, 2022, the City Manager presented the proposed Fiscal Year 2023
<br />Operating Budget and Capital Improvement Program (CIP) to City Council to include
<br />Portsmouth Public Schools.
<br />
<br />The proposed Capital Improvement Program (CIP) is for Fiscal Years 2023-2027,
<br />
<br />with an appropriation of the necessary funds in the Capital Improvement Fund for Year
<br />One of the Program.
<br />
<br />
<br /> The budget was discussed during March and April with each member of City
<br />Council and public hearings were held on April 12 and 26, 2022. The attached ordinances
<br />are required for adoption of the Fiscal Year 2023 Operating Budget and the Capital
<br />Improvement Budget.
<br />
<br /> Public hearings in accordance with state code regarding the effective tax rate
<br />increase were held/are being held on April 26 and May 10, 2022.
