<br />At a Regular Meeting of the City Council on Tuesday, April 26, 2022, there were
<br />present:

<br />Mayor Shannon E. Glover, Vice Mayor DeāAndre A. Barnes, William E. Moody, Jr., Lisa
<br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City
<br />Manager Angel L. Jones, Interim City Attorney Simone S. Boothe.

<br /> Pastor Leigh Gillis provided invocation which was followed by the Pledge of
<br />Allegiance to the Flag.
<br />
<br /> Mayor Glover called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Barnes, to adopt the minutes of a
<br />Called Meeting of April 11, 2022, of a Called Meeting of April 12, 2022, and of a Regular
<br />Meeting of April 12, 2022, was adopted by the following vote:

<br />
<br />22-126 Public hearing to solicit citizen comments on the Community Development
<br />Block Grant (CDBG) Annual Action Plan.
<br />
<br />1. Donna Sayegh, 3104 Garland Drive, spoke in opposition to the proposed CDBG
<br /> Annual Action Plan
<br />
<br />22-127 Public hearing on proposed real property tax increase.
<br />
<br />1. Donna Sayegh, 3104 Garland Drive, spoke in opposition to the proposed real
<br /> property tax increase.
<br />
<br />2. Steve Carroll, 3112 Riveredge Drive, spoke in opposition to the proposed real
<br /> property tax increase.
<br />
<br />3. Constance Davenport, 5508 Springwood Drive, spoke in opposition to the proposed
<br /> real property tax increase.
<br />
<br />4. Sergio Neal, 1420 Elm Avenue, spoke on contributions renters make to the tax base.
<br />
<br />5. Cedric Cradle, 725 Bold Street, inquired about the revenue generated by the 420ish
<br /> Festival.

<br />22-128(a) Public hearing to consider the Annual Operating Budget for FY2023.
<br />
<br />1. Tiffany Stuart, 901 Hollywood Drive, Chesapeake, asked that a new ambulance and
<br /> increased salaries for paramedics be included in the budget. She also asked
<br /> paramedics be covered by the Heart and Lung Presumption Bill.
<br />
<br />2. Donna Sayegh, 3104 Garland Drive, spoke in opposition to the proposed budget.
<br />
<br />3. Mark Geduldig-Yatrofsky, P. O. Box 50141, asked that funding be provided for hybrid
<br /> participation during City Council meetings.
<br />
<br />4. Levin Turner, 3704 Winchester Drive, asked that City Council fix the pay compression
<br /> for fire, rescue, and emergency services.
<br />
<br />(b) Public hearing on the recommended 2023-2027 Capital
<br />Improvement Program.
<br />
<br />1. Donna Sayegh, 3104 Garland Drive, spoke in opposition to the proposed CIP.
