April 12, 2022 Next Steps Following Council Action:  The City Manager will execute and deliver any required documents to effectuate the conveyances. Motion by Mr. Barnes, and seconded by Mr. Battle, to adopt the following resolution, and was adopted by the following vote: “RESOLUTION AUTHORIZING THE CONVEYANCE OF APPROXIMATELY 2,081 SQUARE FEET OF PROPERTY HAVING AN ADDRESS OF 1227 HOLLAND ROAD IN SUFFOLK AND THE GRANT OF AN ADJACENT TEMPORARY CONSTRUCTION EASEMENT ENCOMPASSING APPROXIMATELY 1,750 SQUARE FEET TO THE CITY OF SUFFOLK IN FURTHERANCE OF A CULVERT REHABILITATION PROJECT. WHEREAS, the City of Suffolk has requested that the City of Portsmouth convey to it approximately 2,081 square feet of property having an address of 1227 Holland Road in Suffolk; and WHEREAS, the City of Suffolk has further requested that the City of Portsmouth grant an adjacent temporary construction easement encompassing approximately 1,750 square feet of 1227 Hollard Road; and WHEREAS, the purpose of the conveyances is to permit the City of Suffolk to complete a culvert rehabilitation project; and WHEREAS, the areas to be conveyed are more particularly shown on that certain Plat Showing Proposed Right-of-Way and Proposed Temporary Construction Easement for the City of Suffolk to be Acquired from the City of Portsmouth prepared by Precision Measurements, Inc., dated January 19, 2022, and attached hereto as Exhibit A; and WHEREAS, improvements to drainage help all Hampton Roads municipalities achieve the goals of preventing flooding and protecting the Chesapeake Bay; NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that it hereby approves and authorizes the conveyance of the requested property interests to the City of Suffolk and that the City Manager is hereby authorized to execute such documents or instruments as may be necessary or desirable in furtherance of the intent of this Resolution.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None - New Business - 22 - 116 - Boards and Commissions  There were no appointments. 22 - 117 - Items Submitted by Council Members Vice Mayor Barnes informed citizens and City Council of the Portsmouth Invitational  Tournament starting Wednesday, April 3, 2022, at Churchland High School. Dr. Whitaker asked for an update on the Disparity Study.   City Manager Jones provided an update and will also provide a detailed report back. Mr. Woodard asked for a report back on work being done by The Miller Group on  McLean Street.  City Manager Jones will provide that report back.
