<br /> At a regular meeting of the City Council held on Tuesday, March 11, 1986, there were
<br />present:

<br />James W. Holley, III, Ben A. Beamer, Sr., E. G. Corprew, Jr., J. Robert Gray,
<br />L. Louise hucas, Mor~on V. Whitlow, George L. Hanbury, City Manager, Steven
<br />Lieberman, City Attorney.

<br />
<br /> Rabbi Philip S. Krohn, Gomley Chesed CongregaTion, opened the meeting with prayer,
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Motion of Mr. Beamer and seconded by Mr. Gray, that the following prayer offered by
<br />Rabbi Krohn be placed upon the minutes, and was adopted by unanimous vote:
<br />
<br />"Soverign of the Universe and Father of Mankind:
<br />
<br />Earnestly we seek thee and we invoke thy blessings upon all assembled here.
<br />
<br /> Thy faithful servanzs who have been chosen to speak for our City stand upon a 'Pedestal
<br />of Power and Privilege' and of responsibility. Do thou, O Gracious Guardian, ever direct thei
<br />deliberations that their vision and wisdom may make Portsmouth a better city in which to live,
<br />and this strenthen the foundations of our Beloved State, Virginia.
<br />
<br /> May we, the citizens of Portsmouth, ever be reverent towards thee, our loving God, loyal
<br />to our obligations as Americans, honorable in our dealings with our fellow men, compassionate
<br />to the unfortunate in our midst, and be as brothers to the oppressed, the persecuted and the
<br />homeless everywhere.
<br />
<br /> Gracious soverign, who art the ruler of the Universe, whose kingdom is everlasting, and
<br />who grantest salvation and dominion to the men and women who rule the Nations of the World,
<br />do thou bless and guide and guard the President of the United States, the Chief Execuzives
<br />of our State and City, and all associated with them, who labor zealously for the welfare of
<br />our Nation and for the advancemen~ of the cause of democracy throughout the world.

<br /> May the biblical ideals of Freedom and fraternity, of justice and equality, enshrined in
<br />the American Constitution, become the heritage of all the peoples of the earth.

<br /> Motion of Mr. Gray and seconded by Mrs. Lucas, minutes of the special meeting of February
<br />19, 1986; minutes of the called meeting of February 25, 1986; minutes of the regular meeting
<br />of February 25, 1986; minutes of the called meeting of March 4, 1986, to be approved as
<br />received, and was adopted by unanimous vote.
<br />
<br /> Mayor Holley welcomed all visitors in attendance, and recognized students of the Govern-
<br />ment Class of Veronica Evans from Churchland High School.
<br />
<br /> Mayor Holley presented Certificates of Commendation to George h.
<br />and Steven Lieberman, City Attorney, in recognition of completing one
<br />to the City of Portsmouth without lost time due to illness.

<br />was approved on first reading by unanimous vote:
