- City Manager’s Report -

22 - 84 - Adoption of an ordinance to re-appropriate unexpended funds in the
amount of $11,981,491 from the FY 2021 Portsmouth Public Schools Grants Fund
Budget to the FY 2022 Portsmouth Public Schools Grants Fund Budget.

Background:

City Council appropriated $19,969,529 to the FY 2022 Grants Fund for the
Portsmouth Public Schools (PPS) by Ordinance 2021-31 adopted on May 11, 2021.

At the request of PPS, by Ordinance 2021-90 adopted on September 28, 2021 City
Council re-appropriated funding in the amount of $1,520,456 that was unexpended prior
to July 1, 2021 from the FY 2021 PPS Grants Fund to the FY 2022 PPS Grants Fund.

On February 24, 2022, the Portsmouth School Board adopted a Resolution
requesting that City Council appropriate additional funding in the amount of $11,981,491
that was unexpended prior to July 1, 2021 from the FY 2021 PPS Grants Fund Budget to
the FY 2022 PPS Grants Fund Budget.

Discussion:

City Council Ordinance 2020-38 states “all unspent appropriations under this
ordinance or any ordinance appropriating funds for the FY 2021 Portsmouth Public
Schools budgets shall lapse at the end of the fiscal year, as provided under 22.1-100 of
the Code of Virginia. Funds encumbered but unpaid by the end of the fiscal year will be

deemed unspent appropriations that will require re-appropriations by the City Council.”

Re-appropriation Request of Unspent/Carryforward Funds: PPS is requesting the
re-appropriation of $11,981,491 in grant funds that were unexpended as of the end of the
FY 2021 fiscal year.

The following table shows the impact of the proposed re-appropriation to the FY
2022 PPS Grants Fund:
Current Additional Total Revised
FY 2022 Appropriation FY 2022
Fund Appropriation Appropriation
$21,489,985 $11,981,491
Grants Fund $33,471,476

Financial Impact:

This is a re-allocation of previously appropriated FY 2021 PPS Grants Fund
money.

The appropriation to the FY 2022 PPS Grants Fund will increase by $11,981,491.

Staff Recommends:

Adoption of the ordinance.
