March 22, 2022 <br /> <br />At a Regular Meeting of the City Council on Tuesday, March 22, 2022, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa <br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City <br />Manager Angel L. Jones, Interim City Attorney Simone S. Boothe. <br /> <br />Pastor Mark Poindexter provided invocation which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Barnes, and seconded by Mr. Battle, to adopt the minutes of a Called <br />Meeting of March 7, 2022, of a Called Meeting of March 8, 2022, of a Regular Meeting of <br />March 8, 2022, of a Special Called Meeting of March 9, 2022, and of a Special Called <br />Meeting of March 11, 2022, and was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />22 - 84 - Adoption of an ordinance to re-appropriate unexpended funds in the <br />amount of $11,981,491 from the FY 2021 Portsmouth Public Schools Grants Fund <br />Budget to the FY 2022 Portsmouth Public Schools Grants Fund Budget. <br /> <br />Background: <br /> <br /> City Council appropriated $19,969,529 to the FY 2022 Grants Fund for the <br />Portsmouth Public Schools (PPS) by Ordinance 2021-31 adopted on May 11, 2021. <br /> <br /> At the request of PPS, by Ordinance 2021-90 adopted on September 28, 2021 City <br />Council re-appropriated funding in the amount of $1,520,456 that was unexpended prior <br />to July 1, 2021 from the FY 2021 PPS Grants Fund to the FY 2022 PPS Grants Fund. <br /> <br /> On February 24, 2022, the Portsmouth School Board adopted a Resolution <br />requesting that City Council appropriate additional funding in the amount of $11,981,491 <br />that was unexpended prior to July 1, 2021 from the FY 2021 PPS Grants Fund Budget to <br />the FY 2022 PPS Grants Fund Budget. <br /> <br />Discussion: <br /> <br /> City Council Ordinance 2020-38 states “all unspent appropriations under this <br />ordinance or any ordinance appropriating funds for the FY 2021 Portsmouth Public <br />Schools budgets shall lapse at the end of the fiscal year, as provided under 22.1-100 of <br />the Code of Virginia. Funds encumbered but unpaid by the end of the fiscal year will be <br /> <br />deemed unspent appropriations that will require re-appropriations by the City Council.” <br /> <br /> Re-appropriation Request of Unspent/Carryforward Funds: PPS is requesting the <br />re-appropriation of $11,981,491 in grant funds that were unexpended as of the end of the <br />FY 2021 fiscal year. <br /> <br /> The following table shows the impact of the proposed re-appropriation to the FY <br />2022 PPS Grants Fund: <br />Current Additional Total Revised <br />FY 2022 Appropriation FY 2022 <br />Fund Appropriation Appropriation <br />$21,489,985 $11,981,491 <br />Grants Fund $33,471,476 <br /> <br /> <br />Financial Impact: <br /> <br /> This is a re-allocation of previously appropriated FY 2021 PPS Grants Fund <br />money. <br /> <br /> <br /> The appropriation to the FY 2022 PPS Grants Fund will increase by $11,981,491. <br /> <br />Staff Recommends: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br /> <br /> <br /> <br />
