Rowe, has requested conveyance of a sewer easement across <br />Portsmouth's Lake Speight Run Watershed. Suffolk's installation of sewers in this area would <br />alleviate a documented, long-standing septic tank overflow problem from their Oakridge area <br />into Portsmouth's reservoirs. <br /> <br /> Portsmouth Utility Director Jim Spacek, has reviewed the proposed easements alignment and <br />sewer design. He advises that the easement would cross what is essentially the high edge of a <br />ravine and wou~d not impact the existing buffer and soil filter around the Lake Speight Run <br />reservoir. Mr. Spacek also indicated that the sewer design appears adequate. <br /> <br /> Mr. Spacek recommends that this easement be conveyed to Suffolk conditioned to their <br />agreeing to pay any survey and recording costs, along with their inclusion of sedimentation, <br />erosion control and restoration measures in the construction documents. <br /> <br /> The City Attorney has drafted the attached resolution authorizing me to execute an agree- <br />ment for the conveyance of the easement.
