290 <br /> <br />March 28, 1986 <br /> <br /> 86-90 Letter from the City Manager recommending adoption of a resolution to amend the <br />redevelopment plan for the Southside III Redevelopmenz Project. <br /> <br /> "Enclosed for your review is a resolution in support of the Southside Plan, Amendment <br />Number 4, which was the subject of a public hearing on February 11, 1986. <br /> <br /> Action on this plan was delayed to allow staff of the Portsmouth Redevelopment and Housin <br />Authority and representatives of New Mt. Vernon Baptist Church time to develop an agreeable <br />arrangement for the acquisition of Church owned land during 1986. Purchase of the land has <br />been agreed upon, and, as a result, the Board of Commissioners of PRHA BDpr~ed the plan az <br />their meeting of March 11, 1986. <br /> <br /> I therefore recommend approval of the attached resolution which has been prepared by the <br />City Attorney." <br /> <br /> On motion of Mr. Gray and seconded by Mrs. Webb, the following resolution was adoFted, <br />and by the following vote: <br /> <br />"A RESOLUTION APPROVING AMENDMENT NO. 4 TO THE SOUTHSIDE III REDEVELOPMENT PLAN <br />FOR THE SOUTHSIDE III REDEVELOPMENT PROJECT. <br /> <br /> WHEREAS, this Council, by resolution adopted February 24, 1976, approved a Redevelopment <br />Plan for the Southside III Redevelopment Project, Portsmouth, Virginia; and <br /> <br /> WHEREAS, there has been presented to this <br />an amended Redevelopment Plan for the Project <br />and two (2) exhibts; and <br /> <br />body ~o~ cons£deration and approval a copy of <br />area, which plan consist of seventeen 117) page~ <br /> <br /> WHEREA~, Amendment No. 4 proposes to add certain property to the Project area, designate <br />certain properties within the Project area "To Be Acquired" and continue to acquire and assemb <br />property for commercial and residential development; and <br /> <br /> WHEREAS, this Council is cognizant of the conditions that are imposed by the provisions <br />of the Housing and Community Development Act of 1974, as amended, including those prohibiting <br />discrimination because of race, age, color, creed, sex or national origin: and <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City ~f Portsmouth, Virginia: <br /> <br /> 1. That amendment No. a to the Redevelopment Plan for the Southside III Redevelopment <br />Project, having been duly reviewed and considered, it i~ hereby found: <br /> <br /> a. That the objectives of the Southside III Redevelopment Project, Portsmouth, <br />Virginia, can be better achieved ly the adoption of said Amendment. <br /> <br /> b. That Amendment No. 4 to the Southside III Redevelopment Plan meets the require- <br />ments as a Redevelopment Project set forth under Title 36 of the Code of Virginia, 1950, <br />as amended. <br /> <br /> 2. That Amendment No. 4 to the Southside III Redevelopment Plan for the Southside III <br />Redevelopment Project, having been duly reviewed and considered, is hereby approved and the <br />City Clerk is hereby directed to file a copy of said Amendment with the Minutes of this meetin <br /> <br />Ayes: Beamer, Corprew, Gray, Lucas, Webb, Whitlow, Holley <br />Nays: None <br /> <br /> 86-91 Letter from the City Manager recommending adoption of a resolution <br />grant application for $18,950 in State funds to clean the waterways around City <br />Portsmouth Sleepy Hole Park. <br /> <br />endorsing <br />Park and <br /> <br /> "Enclosed ~s a resolution endorsing a grant application for state funds to clean the <br />waterways around City Park and Portsmouth Sleepy Hole Park. <br /> <br /> The program ~s part of the Chesapeake Bay Initiatives Program. During 1985, 253 youths <br />were employed ~o work on projects sponsored by eight political subdivisions of the state. <br /> <br /> Our application for twelve students <br />debris and trash, which are a blighting <br />funded and requires no City money. <br /> <br />to be employed this summer will help clean up beach <br />influence on our City. The $18,950 grant is state <br /> <br />I recommend your support of this resolution." <br /> <br />and <br /> <br />On motion of Mr. Gray and seconded by Mrs. Webb, ~he following resolution was adopted, <br />by the following vote: <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO PILE AN APPLICATION FOR A CHESAPEAKE <br /> BAY YOUTH CONSERVATION CORPS GRANT TO CLEAN THE WATERWAYS AROUND CITY PARK AND <br /> PORTSMOUTH SLEEPY HOLE PARK. <br /> <br /> WHEREAS, the Virginia Division of Parks and Recreation of the Department of Conservation <br />and Historic Resources of the Commonwealth of Virginia provides Chesapeake Bay Youth Conserva- <br />tion Corps Grants as part of the Chesapeake Bay Initiatives Program: and <br /> <br /> WHEREAS, the City of Portsmouth is eligible to submit a Grant Application for State funds <br />to clean the waterways around City Park and Portsmouth Sleepy Hole Park; and <br /> <br /> <br />
