November 23, 2021 Amelia Horton to be appointed to a term ending October 31, 2024, replacing Robert Wilber. Kathleen Cullen to be appointed to a term ending October 31, 2023, replacing Kendra Robinson. Charles Kalan to be reappointed to a term ending October 31, 2024. Heidi Peelen to be reappointed to a term ending October 31, 2024. Timiko Winn to be reappointed to a term ending October 31, 2024. Planning Commission Keith Curry to be appointed to a term ending December 31, 2025, replacing Occasio Gee. Bobby Hines to be appointed to a term ending December 31, 2025, replacing Peter Youngblood. Portsmouth Port & Industrial Commission Sarah Rogers Garner to be reappointed to a term ending December 31, 2026. Motion by Mr. Barnes, and seconded by Dr. Whitaker, to close nominations and the above nominations were adopted by the following vote: Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None 21 - 362 - Items Submitted by Council Members  Adoption of a resolution establishing Wednesday November 24, 2021, as a general holiday for the employees of the City of Portsmouth. Motion by Mr. Moody, and seconded by Mr. Woodard, to adopt the following resolution, and was adopted by the following vote: “RESOLUTION ESTABLISHING WEDNESDAY NOVEMBER 24, 2021 AS A GENERAL HOLIDAY FOR THE EMPLOYEES OF THE CITY OF PORTSMOUTH. WHEREAS, Wednesday November 24, 2021 is a partial public holiday in the Commonwealth of Virginia, with offices closing at noon; and WHEREAS, the City Manager advised City Council that she intends to provide City employees with a full-day holiday on November 24, 2021 to express appreciation for their service over the course of the year; and WHEREAS, for employees in the Circuit Court Clerk’s office to also have a full-day holiday (subject to approval of the Judges of the Circuit Court), it is necessary for City Council to formally establish the holiday by duly adopted Resolution; NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that Wednesday November 24, 2021 is hereby established as a full-day holiday for the employees of the City of Portsmouth, including without limitation (and subject to approval of the Judges of the Circuit Court) employees in the Circuit Court Clerk’s Office.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None  City Clerk Debra White asked that City Council members that voted nay to the certification of the closed motion provide a statement as to why they voted nay according to Virginia Code Section 2.2-3712(D). Councilman Whitaker stated that items listed as part of the closed motion were not - covered in the closed session. Councilman Woodard stated that no standard was set for a salary or date for any - possible candidate for the position of City Attorney. Councilman Battle stated the meeting deviated from the topic listed in the closed - motion.
