November 23, 2021 <br /> <br />Amelia Horton to be appointed to a term ending October 31, 2024, replacing Robert <br />Wilber. <br />Kathleen Cullen to be appointed to a term ending October 31, 2023, replacing Kendra <br />Robinson. <br />Charles Kalan to be reappointed to a term ending October 31, 2024. <br />Heidi Peelen to be reappointed to a term ending October 31, 2024. <br />Timiko Winn to be reappointed to a term ending October 31, 2024. <br /> <br />Planning Commission <br />Keith Curry to be appointed to a term ending December 31, 2025, replacing Occasio Gee. <br />Bobby Hines to be appointed to a term ending December 31, 2025, replacing Peter <br />Youngblood. <br /> <br />Portsmouth Port & Industrial Commission <br />Sarah Rogers Garner to be reappointed to a term ending December 31, 2026. <br /> <br />Motion by Mr. Barnes, and seconded by Dr. Whitaker, to close nominations and <br />the above nominations were adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />21 - 362 - Items Submitted by Council Members <br /> <br /> <br /> Adoption of a resolution establishing Wednesday November 24, 2021, as a general <br />holiday for the employees of the City of Portsmouth. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Woodard, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION ESTABLISHING WEDNESDAY NOVEMBER 24, 2021 AS A <br />GENERAL HOLIDAY FOR THE EMPLOYEES OF THE CITY OF PORTSMOUTH. <br /> <br /> WHEREAS, <br />Wednesday November 24, 2021 is a partial public holiday in the <br />Commonwealth of Virginia, with offices closing at noon; and <br /> <br />WHEREAS, <br /> the City Manager advised City Council that she intends to provide City <br />employees with a full-day holiday on November 24, 2021 to express appreciation for their <br /> <br />service over the course of the year; and <br /> <br /> WHEREAS, <br />for employees in the Circuit Court Clerk’s office to also have a full-day <br />holiday (subject to approval of the Judges of the Circuit Court), it is necessary for City <br />Council to formally establish the holiday by duly adopted Resolution; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that Wednesday November 24, 2021 is hereby established as a full-day holiday <br />for the employees of the City of Portsmouth, including without limitation (and subject to <br /> <br />approval of the Judges of the Circuit Court) employees in the Circuit Court Clerk’s Office.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br /> <br /> City Clerk Debra White asked that City Council members that voted nay to the <br />certification of the closed motion provide a statement as to why they voted nay <br />according to Virginia Code Section 2.2-3712(D). <br /> Councilman Whitaker stated that items listed as part of the closed motion were not <br />- <br />covered in the closed session. <br /> Councilman Woodard stated that no standard was set for a salary or date for any <br />- <br />possible candidate for the position of City Attorney. <br /> Councilman Battle stated the meeting deviated from the topic listed in the closed <br />- <br />motion. <br /> <br /> <br /> <br /> <br /> <br />
