November 23, 2021 WHEREAS, the United States Congress deals with a broad range of issues that affect local government both directly and indirectly; and WHEREAS, the City of Portsmouth has certain concerns that deal with both Portsmouth specifically and local governments in general; and WHEREAS, these concerns need to be made known to Portsmouth's congressional delegation so that they may be transmitted for consideration by the Senate and the House of Representatives. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that it endorses the positions listed on Exhibit A hereto for inclusion in the Legislative Package for consideration by the 117th Congress and directs that both this Resolution and the Legislative Package be forwarded to the City’s congressional representatives. BE IT FURTHER RESOLVED that the City Manager and/or his designee(s) are hereby authorized and directed to provide necessary input and clarification during the th 117 Congress session and to carry out other activities as needed to assist in attaining the goals and objectives contained in the City’s 2022 Legislative Package.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None - New Business - 21 - 361 - Boards and Commissions Vice Mayor Barnes offered the following nominations: Board of Zoning Appeals Tanisha Hayward to be appointed as an Alternate for a term ending December 31, 2026, replacing James Seagraves. Elliott Moody to be reappointed to a term ending December 31, 2026. Clean Community Commission Danielle Larrew to be appointed to a term ending June 30, 2024, replacing Crystal Gamble. Community Criminal Justice Board Douglas Williams to be appointed to a term ending June 30, 2024, replacing Lancelot James. Renado Prince to be appointed to a term ending June 30, 2024, replacing Scott Burke. Economic Development Authority Anthony Brown to be reappointed to a term ending December 31, 2025. Theresa Saunders-Smith to be reappointed to a term ending December 31, 2025. History Commission Latoya Haight to be reappointed to a term ending June 30, 2024. Library Board Amira Bethea to be reappointed to a term ending November 30, 2024. Museum & Fine Arts Commission Donna Agresto-Seavey to be appointed to a term ending October 31, 2024, replacing Billie Cook.
