September 28, 2021 <br /> <br />Background: <br /> <br /> City Council appropriated $21,423,000 to the FY 2022 Risk Management Fund for <br />the Portsmouth Public Schools (PPS) on May 11, 2021. <br /> <br /> On September 2, 2021 the Portsmouth School Board adopted a Resolution <br />requesting that City Council appropriate the preliminary amount totaling $1,544,748 from <br />the FY 2021 PPS Risk Management Fund Budget to the FY 2022 PPS Risk Management <br />Fund Budget. <br /> <br />Discussion: <br /> <br /> City Council Ordinance 2020-38 states “all unspent appropriations under this <br />ordinance or any ordinance appropriating funds for the FY 2021 Portsmouth Public <br />Schools budgets shall lapse at the end of the fiscal year, as provided under 22.1-100 of <br />the Code of Virginia. Funds encumbered but unpaid by the end of the fiscal year will be <br /> <br />deemed unspent appropriations that will require re-appropriations by the City Council.” <br /> <br /> Re-appropriation Request of Unspent/Carryforward Funds: PPS is requesting the <br />re-appropriation of the preliminary amount of $1,544,748 related to unspent funds as of <br />the end of the fiscal year. Donna Sayegh, 3104 Garland Drive, voiced her concern with the re-appropriation of <br /> funds. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Dr. Whitaker, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO RE-APPROPRIATE UNEXPENDED FUNDS IN THE AMOUNT OF <br />$1,544,748 FROM THE FY 2021 PORTSMOUTH PUBLIC SCHOOLS RISK <br />MANAGEMENT FUND BUDGET TO THE FY 2022 PORTSMOUTH PUBLIC SCHOOLS <br />RISK MANAGEMENT FUND BUDGET.” <br /> <br />Ayes: Battle, Lucas-Burke, Moody, Whitaker, Woodard, Barnes <br />Nays: None <br /> <br />21 - 292 - Adoption of a resolution certifying the City of Portsmouth’s support of an <br />application for a Virginia Department of Housing and Community Development Port <br />Host Communities Grant in the amount of $1,000,000 in furtherance of the <br />revitalization of 3301 Shipwright Street for port-related uses. <br /> <br /> <br /> <br /> <br /> <br /> <br />
