September 28, 2021 <br /> <br /> <br /> Re-appropriation Request of Encumbered Funds: PPS is requesting the re- <br />appropriation of the preliminary amount of $380,483 related to Perkins Career & <br />Technical, CARES, and School Improvement. <br /> <br /> Re-appropriation Request of Unspent/Carryforward Funds: PPS is requesting the <br />re-appropriation of the preliminary amount of $1,139,973 related to unspent funds as of <br />the end of the fiscal year. The unspent funds are comprised of the following: <br /> $15,337 from the Virginia Preschool Initiative Program <br />o <br /> $314,736 from the Early Reading Initiative Program <br />o <br /> $254,772 from the SOL Algebra Readiness Program <br />o <br /> $544,000 from the Virginia Public Schools Authority Program <br />o <br /> $11,128 from the Adult Education State Lead Coordinate Agency <br />o <br /> <br /> The following table shows the impact of the proposed re-appropriation of the <br />preliminary amount to the FY 2022 PPS Grants Fund: <br /> Unencumbered <br />Current Encumbered FY FY2021 Total Revised <br />FY 2022 2021 Re-Re-FY 2022 <br />Fund Appropriation appropriation appropriation Appropriation <br />Grants $19,969,529 <br />Fund $380,483 $1,139,973 $21,489,985 <br /> <br /> <br />Financial Impact: <br /> <br /> This is a re-allocation of previously appropriated FY 2021 PPS Grants Fund <br />money. <br /> <br /> <br /> The FY 2022 PPS Grants Fund will increase by the amount shown above. <br /> <br />Staff Recommends: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Departments for the City and Schools will complete the necessary <br /> <br />budget adjustments. <br /> <br />1. Donna Sayegh, 3104 Garland Drive, wanted a meeting with the Chief Financial Officer <br /> and City Manager to get clarification on the agenda items. <br /> <br /> Vice Mayor Barnes asked that City Manager Jones meet with Ms. Sayegh. <br /> <br /> <br /> <br /> City Manager Jones informed City Council that she would call Ms. Sayegh to set up <br />an appointment. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO RE-APPROPRIATE UNEXPENDED FUNDS IN THE AMOUNT OF <br />$1,520,456 FROM THE FY 2021 PORTSMOUTH PUBLIC SCHOOLS GRANTS FUND <br />BUDGET TO THE FY 2022 PORTSMOUTH PUBLIC SCHOOLS GRANTS FUND <br />BUDGET.” <br /> <br />Ayes: Battle, Lucas-Burke, Moody, Whitaker, Woodard, Barnes <br />Nays: None <br /> <br />21 - 291 - Adoption of an ordinance to re-appropriate unexpended funds in the <br />amount of $1,544,748 from the FY 2021 Portsmouth Public Schools Risk <br />Management Fund Budget to the FY 2022 Portsmouth Public Schools Risk <br />Management Fund Budget. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
