September 28, 2021  Re-appropriation Request of Encumbered Funds: PPS is requesting the re- appropriation of the preliminary amount of $380,483 related to Perkins Career & Technical, CARES, and School Improvement.  Re-appropriation Request of Unspent/Carryforward Funds: PPS is requesting the re-appropriation of the preliminary amount of $1,139,973 related to unspent funds as of the end of the fiscal year. The unspent funds are comprised of the following: $15,337 from the Virginia Preschool Initiative Program o $314,736 from the Early Reading Initiative Program o $254,772 from the SOL Algebra Readiness Program o $544,000 from the Virginia Public Schools Authority Program o $11,128 from the Adult Education State Lead Coordinate Agency o  The following table shows the impact of the proposed re-appropriation of the preliminary amount to the FY 2022 PPS Grants Fund: Unencumbered Current Encumbered FY FY2021 Total Revised FY 2022 2021 Re-Re-FY 2022 Fund Appropriation appropriation appropriation Appropriation Grants $19,969,529 Fund $380,483 $1,139,973 $21,489,985 Financial Impact:  This is a re-allocation of previously appropriated FY 2021 PPS Grants Fund money.  The FY 2022 PPS Grants Fund will increase by the amount shown above. Staff Recommends:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Departments for the City and Schools will complete the necessary budget adjustments. 1. Donna Sayegh, 3104 Garland Drive, wanted a meeting with the Chief Financial Officer and City Manager to get clarification on the agenda items. Vice Mayor Barnes asked that City Manager Jones meet with Ms. Sayegh.   City Manager Jones informed City Council that she would call Ms. Sayegh to set up an appointment. Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE TO RE-APPROPRIATE UNEXPENDED FUNDS IN THE AMOUNT OF $1,520,456 FROM THE FY 2021 PORTSMOUTH PUBLIC SCHOOLS GRANTS FUND BUDGET TO THE FY 2022 PORTSMOUTH PUBLIC SCHOOLS GRANTS FUND BUDGET.” Ayes: Battle, Lucas-Burke, Moody, Whitaker, Woodard, Barnes Nays: None 21 - 291 - Adoption of an ordinance to re-appropriate unexpended funds in the amount of $1,544,748 from the FY 2021 Portsmouth Public Schools Risk Management Fund Budget to the FY 2022 Portsmouth Public Schools Risk Management Fund Budget.
