September 28, 2021 <br /> <br /> <br />Dr. Whitaker asked for and received a consensus of City Council to have City Manager <br /> <br />Jones provide an update on the Disparity Study and the Minority Contracting policy at <br />the next meeting. <br /> <br /> Mr. Woodard spoke on the following: <br /> <br /> <br />-Traffic study and installation of sidewalks near Victory Elementary School. <br /> <br />-Installation of speed bumps on Hartford Street. <br /> <br /> City Manager Jones informed City Council that options would be provided to <br />combat speeding issues in the City. <br /> <br />-Fish Bowl Parade. <br /> <br /> Ms. Lucas=Burke spoke on the Earth, Wind, and Fire concert. <br /> <br /> <br /> Vice Mayor Barnes spoke on the following: <br /> <br /> <br />-Fish Bowl Parade. <br /> <br />-Portsmouth Bruins football game in Cavalier Manor. <br /> <br /> Vice Mayor Barnes asked that City Manager Jones provide a presentation on the <br /> <br />process of permits and inspections. He asked that the presentation include the <br />timeline in which other localities complete their processes, also how long the city’s <br />process has been implemented and how the process can be improved. <br /> <br /> Vice Mayor Barnes asked how aggressively the City goes after blighted property and <br /> <br />businesses. <br /> <br /> Vice Mayor Barnes asked about the boarded-up concession stands. <br /> <br /> <br /> City Manager Jones informed City Council that they would be getting an update <br />the next day. <br /> <br /> Vice Mayor Barnes asked that City Manager Jones provide City Council with the <br /> <br />Violence Plan Initiative. <br /> <br /> City Manager Jones informed City Council that she would provide a status of where <br />the Comprehensive Crime Reduction Strategy Plan is at this time and what staff is <br />still working on. <br /> <br />21 - 295 - Report on Pending Items <br /> <br />There were no pending items. <br /> <br />21 - 296 - Non-Agenda Speakers <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, informed City Council of the passing of Mr. <br />Roger Brown and Dr. Katharine Kersey. He also suggested ways to inform citizens <br />on how to access the Council agenda. <br /> <br />2. Joyce Tasby, 305 Carolina Road, suggested ways to curb violence in the city. <br /> <br />3. Anthony Epps, 355 Crawford Street, informed citizens and City Council of his business <br /> and the job opportunities that are available. <br /> <br />4. Kathleen Barnett, 1017 London Boulevard, informed citizens and City Council of the <br /> objectives of the Tidewater Coalition for the People. <br /> <br />5Oscar Saunders1512 County Streetinformed citizens and City Council of his <br />. , , <br /> business and the job opportunities that are available. <br /> <br />6. Sunshine Swinson, 307 High Street, asked for help in keeping businesses and <br /> customers safe. <br /> <br />7. Willie Brown, 2001 Dawnee Brook Trail, Chesapeake, spoke on the ways in which the <br /> Tidewater Coalition for the People has helped the community. <br /> <br /> <br /> <br /> <br /> <br />
