September 28, 2021 <br /> <br />“ORDINANCE TO AMEND ARTICLE X OF CHAPTER 2 OF THE CODE OF THE CITY <br />OF PORTSMOUTH, VIRGINIA (PLANNING COMMISSION) BY DELETING SECTION <br />2-528 PERTAINING TO COMPENSATION FOR PLANNING COMMISSIONERS.” <br /> <br />Ayes: Battle, Whitaker, Woodard, Barnes <br />Nays: Lucas-Burke, Moody <br /> <br />(b) Adoption of a resolution authorizing and directing the payment of a stipend to the <br /> members of certain boards and commissions. <br /> <br />Motion by Dr. Whitaker, and seconded by Mr. Battle, to adopt the following <br />resolution. <br /> <br />1. Ray Smith, 1227 Darren Drive, spoke in opposition to this item. <br /> <br />2. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in opposition to this item. <br /> <br />Substitute motion by Mr. Moody to eliminate City Council liaisons from receiving <br />payments. This motion failed due to the lack of a second. <br /> <br />Motion by Dr. Whitaker, and seconded by Mr. Battle, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION AUTHORIZING AND DIRECTING THE PAYMENT OF A STIPEND TO <br />THE MEMBERS OF CERTAIN BOARDS AND COMMISSIONS. <br /> <br />BE IT RESOLVED <br /> by the Council of the City of Portsmouth, Virginia: <br /> <br />1. That each Member of the Boards and Commissions listed in this <br />Resolution shall be paid a stipend of One Hundred Dollars ($100) per regular Board <br />meeting that he or she attends. <br /> <br />2. That the Boards and Commissions receiving the stipend shall be: <br /> <br />(A) Portsmouth Planning Commission; <br />(B) Portsmouth Redevelopment and Housing Authority; <br />(C) Economic Development Authority of the City of Portsmouth; <br />and <br />(D) Portsmouth Port and Industrial Commission. <br /> <br />3. That the stipend shall be paid from the General Fund of the City. <br /> <br />4. That the City Manager or her designee is authorized to take such actions <br />as are necessary or desirable in furtherance of the purpose of this Resolution. <br /> <br />5. That this Resolution shall take effect on the date of its adoption and shall <br /> <br />not be retroactive.” <br /> <br />Ayes: Battle, Whitaker, Woodard, Barnes <br />Nays: Lucas-Burke, Moody <br /> <br /> Mr. Moody informed citizens and City Council of the passing of E.
