September 14, 2021 <br /> <br />(a) Z-21-04 ROLLINGWOOD - Ordinance granting the request of Hoggard-Eure <br />Associates, PC, on behalf of Albert G. Dail, to subdivide the rear <br />portion of his property at 1 Mohawk Drive and rezone it from <br />Multifamily Urban Residential (UR-M) to General Mixed Use (GMU). <br />Upon rezoning, the property will be joined to the adjacent property at <br />4387 Portsmouth Boulevard, which is currently zoned General Mixed <br />Use (GMU). The Generalized Future Land Use Map of the Build One <br />Portsmouth Comprehensive Plan indicates that the parcel to be <br />rezoned will be joined to a parcel that is a part of a mixed-use <br />corridor. Planning commission recommends approval. <br /> <br />1. Raeford Eure, 901 Port Centre Parkway, presented the application. <br /> <br />2. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />Motion by Mr. Moody, and seconded by Dr. Whitaker, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ZONING AMENDMENT ORDINANCE Z-21-04.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />(b) UP-21-12 PRENTIS PARK - Resolution granting the request of WIN Property <br />Management for a Use Permit at 2001 Azalea Avenue to develop <br />a two-family dwelling. The property is approximately 0.17 acres in <br />size and is zoned Urban Residential (UR). The Generalized Future <br />Land Use Map of the Build One Portsmouth Comprehensive Plan <br />recommends high density single-family residential development. <br />Planning commission recommends approval with conditions. <br /> <br />1. Valencia Kelly, 2900 Chestnut Street, presented the application. <br /> <br />2. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />3. Jason Ward, 62 Greenland Boulevard, spoke in opposition to this item. <br /> <br /> <br />Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION GRANTING A USE PERMIT (UP-21-12) TO W.I.N. PROPERTY <br />MANAGEMENT AND REALESTATE DEVELOPEMENT, LIMITED TO DEVELOP A <br />TWO-FAMILY DWELLING AT 2001 AZALEA AVENUE (TAX PARCEL 0121-0050). <br /> <br /> <br />WHEREAS <br /> , Valencia Kelly, the authorized agent for W.I.N. Property Management <br />and Realestate Developement, Limited, the owner of the subject property, has made <br />application pursuant to Section 40.2-533 of the Code of the City of Portsmouth, Virginia <br />for the granting of a use permit to develop a two-family dwelling at 2001 Azalea Avenue <br />(Tax Parcel 0121-0050); and <br /> <br />WHEREAS <br /> , the applicant and the Planning Director have done all things required <br />to be done in connection with said application; and <br /> <br />WHEREAS <br /> , the Planning Commission has recommended the approval of the <br />application for a use permit. <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
