September 14, 2021 <br /> <br />At a Regular Meeting of the City Council on Tuesday, September 14, 2021, there <br />were present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa <br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City <br />Manager Angel L. Jones, Interim City Attorney Burle U. Stromberg. <br /> <br />Mayor Glover asked for a moment of silence which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Ms. Lucas-Burke, and seconded by Mr. Barnes, to adopt the minutes of <br />a Called Meeting of August 10, 2021, and of a Regular Meeting of August 10, 2021, and <br />was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />- Public Hearing - <br /> <br /> <br />21 - 257Public hearing with respect to the proposed adoption by the City Council of <br />a resolution to request the General Assembly to amend the present City <br />Charter. The proposed amendment to the Charter will revise Charter <br />Section 12.09 (Recall of elective officers). <br /> <br />1. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />2. Jason Ward, 62 Greenland Boulevard, spoke in opposition to this item. <br /> <br />3. Mark Geduldig-Yatrofsky, P. O. Box 50141, asked that this item be placed on the ballot <br /> as a referendum. <br /> <br />4. Erica Nestler, 413 Douglas Avenue, spoke in opposition to this item. <br /> <br />21 - 258 - Invitation for bids for a wireless facilities franchise. <br /> <br />21 - 259 - Public hearing on wireless facilities agreements: <br /> <br />Adoption of an ordinance accepting the bid submitted by SimIS Holdings, LLC for a <br />nonexclusive Fiber Franchise Agreement having a term of seven years with two renewal <br />terms authorizing the placement of fiber facilities within the City’s public ways. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Dr. Whitaker, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING THE BID SUBMITTED BY SIMIS HOLDINGS, LLC FOR A <br />NONEXCLUSIVE FIBER FRANCHISE AGREEMENT HAVING A TERM OF SEVEN <br />YEARS WITH TWO RENEWAL TERMS AUTHORIZING THE PLACEMENT OF FIBER <br />FACILITIES WITHIN THE CITY’S PUBLIC WAYS.” <br /> <br />Ayes: Barnes, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: Battle <br /> <br />21 - 260 - Public hearing on rezoning and use permit applications: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
