September 14, 2021 <br /> <br />“RESOLUTIONREQUESTING THE GENERAL ASSEMBLY OF VIRGINIA TO AMEND <br /> <br />THE CHARTER OF THE CITY OF PORTSMOUTH, VIRGINIA BY AMENDING <br />SECTION 12.09 REGARDING RECALL OF ELECTIVE OFFICERS. <br /> <br /> <br />BE IT RESOLVED <br /> by the Council of the City of Portsmouth, Virginia: <br /> <br /> That the General Assembly of Virginia is hereby requested to amend the Charter <br />of the City of Portsmouth, Virginia, as follows: <br /> <br />1. Amend Chapter 12. Initiative, Referendum and Recall, Section 12.09 <br /> <br />(Recall of elective officers), as shown on Exhibit A hereto.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br /> Vice Mayor Barnes spoke on the following: <br /> <br /> <br />-Rededication of Manor High School, Waterview Elementary School and Cradock <br />Middle School. <br /> <br />-Swearing in of new Police Chief, Renado Prince. <br /> <br />-Grand opening of Blahzay Boutique. <br /> <br />-Churchland soccer league event. <br /> <br /> Vice Mayor Barnes voiced his concern with discouraging volunteers of boards and <br /> <br />commissions from asking questions. <br /> <br /> Mr. Woodard asked if staff could help with overgrown foliage in the Cavalier Manor <br /> <br />neighborhood. He also asked if staff could look at placing speed bumps on Bagley <br />Street and Queen Street. <br /> <br /> <br />Dr. Whitaker asked if City Manager Jones could speak on the Portsmouth Port and <br /> <br />Industrial Commission granting of $1 million to an organization. <br /> <br /> City Manager Jones informed City Council that she would provide a report back. <br /> <br /> <br />Mr. Moody spoke on the passing of J. Robert Burnell and spoke on his contributions <br /> <br />to the city. He also asked for a moment of silence in remembrance of Mr. Burnell. <br /> <br /> Ms. Lucas-Burke provided an update on the question about enforcing the curfew and <br /> <br />whether the city could enact a state of emergency as it relates to gun violence. <br /> <br /> Mr. Moody congratulated the grants team for their hard work in securing grants for the <br /> <br />city. <br /> <br /> Mayor Glover informed citizens and City Council of a press conference being held <br /> <br />noon, Tuesday, September 21, 2021, in the City Council Chamber to take a stand <br />against violence. <br /> <br />21 - 279 - Report on Pending Items <br /> <br />There were no pending items. <br /> <br />21 - 280 - Non-Agenda Speakers <br /> <br />1. Marissa Adams, 1405 Roosevelt Boulevard, voiced her concern with speeding in her <br />neighborhood and asked for more speed limit signage and speed bumps. <br /> <br /> Councilman Moody asked that City Manager Jones provide a briefing on the traffic <br />division. <br /> <br />2. Elvira Johnson-Williams, 3313 Armistead Drive, voiced her concern with the lack of <br /> respect shown among City Council and towards citizens. <br /> <br />3. Judy Harris, 1 Harbor Court, voiced her concern with the vandalism happening at the <br /> parking deck across from Harbor Tower apartments. <br /> <br /> <br /> <br /> <br />
