August 10, 2021

Background:

Community Service Boards (CSBs) shall submit their performance contracts to the
local governments in their service areas for review and approval pursuant to Section 37.2-
508 or 37.2-608 of the Code of Virginia.

Discussion:

The Virginia Department of Behavioral Health and Developmental Services
(VDBHDS) issues a performance contract to each CSB on an annual or biennial basis.
The Performance Contract specifies the services to be rendered through the local
department of behavioral healthcare services for the next fiscal year relative to budgeted
funding committed to the CSB for the funding period.

The Portsmouth Department of Behavioral Healthcare Services (DBHS) operating
budget is approved annually by City Council during the City’s budget process. The
Performance Contract displays this budget in the format required by the State.

The City must approve the Performance Contract in order for the CSB to receive
the allocations of State and Federal dollars that fund the services provided by DBHS. The
State and Federal dollars are received through the VDBHDS Office of Community
Contracting.

Financial Impact:

The total projected Cost for Services for the first year of the Performance Contract
(Fiscal Year 2022) is $13,131,923.

The Cost for Services will be paid primarily from State and Federal funds. There
is a local match of $809,254, which is budgeted as part of the FY 2022 BHS Budget.

Recommended Action:

Adoption of a resolution.

Next Steps Following Council Action:

The City Manager will ensure that the Director of BHS takes the necessary steps
to notify VDBHDS of the City Council’s approval of the FY 2022/FY 2023 Performance
Contract.

Motion by Mr. Woodard, and seconded by Mr. Battle, to adopt the following
resolution, and was adopted by the following vote:

“RESOLUTION TO APPROVE THE FY 2022/FY 2023 COMMUNITY SERVICES
PERFORMANCE CONTRACT FOR THE DEPARTMENT OF BEHAVIORAL
HEALTHCARE SERVICES.

WHEREAS,
the Virginia Department of Behavioral Health and Developmental
Services annually or biennially issues a performance contract to each local community
services board (CSB) specifying the services to be rendered by the Department of
Behavioral Healthcare Services for the next fiscal year relative to funding budgeted; and

WHEREAS,
the City of Portsmouth must approve the Portsmouth Department of
Behavioral Healthcare Services’ FY 2022/FY 2023 Community Services Performance
Contract in order to receive funding from the Commonwealth; and

WHEREAS,
a local match of $809,254 is required as a condition of receiving
funding for FY 2022 under the Community Services Performance Contract, which match
has been previously appropriated in the FY 2022 Portsmouth Department of Behavioral
Healthcare Services budget;

NOW THEREFORE BE IT RESOLVED
by the Council of the City of Portsmouth,
Virginia that it hereby approves the Portsmouth Department of Behavioral Healthcare

Services’ FY 2022/FY 2023 Community Services Performance Contract.”

Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover
Nays: None
