August 10, 2021 <br /> <br />Background: <br /> <br /> The property commonly known as the PARC Shelter is located at 1900 Columbus <br />Avenue near the Dale Homes community. <br /> <br /> The property includes an approximately 6,000 square foot building that has been <br />utilized for many years to provide emergency shelter and support services. <br /> <br /> PRHA currently owns the property and Help and Emergency Response, Inc. <br />currently operates the shelter. <br /> <br /> PRHA has requested that the City take ownership of the property. <br /> <br />Discussion: <br /> <br /> It is recommended that the City take ownership of the property to ensure that it <br />continues to serve the community as an emergency shelter. <br /> <br /> In 2013, the City used $1,000,000 in Community Development Block Grant funding <br />for the substantial rehabilitation of the shelter. <br /> <br /> The City also completed a condition assessment of the shelter structure in 2020 <br />and determined that it would benefit from an additional $75,000 in improvements. After <br />taking ownership, the City will use CDBG funds to complete this work. <br /> <br /> Help and Emergency Response, Inc. will continue to operate the shelter. <br /> <br /> The long-term maintenance of this property as an emergency shelter and a source <br />of supportive services is an important part of the City’s plan to address homelessness. <br /> <br />Financial Impact: <br /> <br /> The City will not pay any purchase price for the property. After acquisition, the City <br />will have responsibility for structural maintenance. <br /> <br />Recommended Action: <br /> <br /> Adoption of the resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> The City will acquire the property. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Battle, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“RESOLUTION AUTHORIZING THE ACQUISITION OF THE PARC SHELTER <br />PROPERTY LOCATED AT 1900 COLUMBUS AVENUE. <br /> <br /> WHEREAS, <br />for many yearsthe property located at 1900 Columbus Avenue, <br />commonly known as the PARC Shelter, has served the community as an emergency <br />shelter and a source of supportive services; and <br /> <br />WHEREAS, <br /> the Portsmouth Redevelopment and Housing Authority, which owns <br />the shelter property, has requested that the City take title to it; and <br /> <br />WHEREAS, <br /> it is an important part of the City’s plan to address homelessness that <br />the shelter continue to serve the Portsmouth community; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that it hereby authorizes the City to acquire the PARC Shelter property, and that <br />it further authorizes the City Manager to execute such documents and instruments as are <br />necessary or desirable in furtherance of the said acquisition, including without limitation <br />the execution of such agreements as may be necessary to allow Help and Emergency <br /> <br />Response, Inc. to continue shelter operations.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />21 - 246 - Adoption of a resolution to approve the FY 2022/FY 2023 Community <br />Services Performance Contract for the Portsmouth Department of Behavioral <br />Healthcare Services. <br /> <br /> <br /> <br /> <br /> <br />
