July 27, 2021 <br /> <br />Next Steps Following Council Action: <br /> <br /> Completion of the Memorandum of Agreement with OEMS to obtain the grant <br />funds. <br /> <br /> The Finance Department will assign the budget code. <br /> <br /> The City will purchase nine Microsoft tablets and nine protective cases. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A RESCUE SQUAD ASSISTANCE FUND GRANT IN THE <br />AMOUNT OF $6,929.82 FROM THE OFFICE OF EMERGENCY MEDICAL SERVICES <br />AND APPROPRIATING SAID AMOUNT IN THE FY 2022 GRANTS FUND FOR USE <br />BY THE DEPARTMENT OF FIRE, RESCUE AND EMERGENCY SERVICES.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Woodard, Glover <br />Nays: None <br /> <br />21 - 231 - Adoption of an ordinance accepting Four-for-Life funding in the amount <br />of $73,356.40 from the Department of Health, Office of Emergency Medical Services <br />and appropriating said amount in the FY 2022 Grants Fund for use by the <br />Department of Fire, Rescue and Emergency Services. <br /> <br /> <br />Background: <br /> <br /> The Department of Health, Office of Emergency Medical Services administers the <br />Four-For-Life Program. <br /> <br /> Code of Virginia §46.2-694 provides that, to fund this program, an additional $4 is <br />charged at the time of registration of passenger vehicles, pickups, and panel trucks. <br /> <br /> These fees are sent to the Department of Health, which then returns twenty-six <br />percent of the amount collected to the localities where the vehicles were registered. <br /> <br />Discussion: <br /> <br /> Funds will be used to purchase EMS equipment and supplies needed to sustain <br />and improve direct provision of patient care or to enhance the training and education of <br />PFRES EMS personnel. <br /> <br /> The City of Portsmouth must complete and submit an Annual Report of <br />Expenditures to the Department of Health, Office of Emergency Medical Services in June <br />2022. <br /> <br />Financial impact: <br /> <br /> This program does not require a local cash match or in-kind services. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will assign a budget code. <br /> <br /> The necessary purchases of equipment, supplies, and training for PFRES EMS <br /> <br />personnel will be completed. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Barnes, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING FOUR-FOR-LIFE FUNDING IN THE AMOUNT OF <br />$73,356.40 FROM THE DEPARTMENT OF HEALTH, OFFICE OF EMERGENCY <br />MEDICAL SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2022 <br />GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND <br />EMERGENCY SERVICES.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Woodard, Glover <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br />
