July 27, 2021  The primary goal of the program is to financially assist EMS agencies in purchasing equipment and vehicles, and to assist in providing needed EMS training.  This grant program is primarily a reimbursement grant that requires the Grantee to make the purchase of the awarded item and then seek reimbursement based on guidelines from OEMS. Discussion:  This funding will be utilized to purchase one replacement Medic Unit in the fleet service of Portsmouth Fire, Rescue and Emergency Services. Financial impact:  This grant requires a dollar for dollar cash match of $109,000.00. Funding for the match has previously been appropriated in the FY 2022 Department of Fire, Rescue and Emergency Services budget. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  Completion of the Memorandum of Agreement with OEMS to obtain the grant funds.  The Finance Department will assign the budget code.  The City will purchase one replacement Medic Unit. Motion by Ms. Lucas-Burke, and seconded by Mr. Battle, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING A RESCUE SQUAD ASSISTANCE FUND GRANT IN THE AMOUNT OF $109,000 FROM THE OFFICE OF EMERGENCY MEDICAL SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2022 GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND EMERGENCY SERVICES.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Woodard, Glover Nays: None 21 - 230 - Adoption of an ordinance accepting a Rescue Squad Assistance Fund grant in the amount of $6,929.82 from the Office of Emergency Services and appropriating said amount in the FY 2022 Grants Fund for use by the Department of Fire, Rescue and Emergency Services. Background:  The Office of the Emergency Medical Services (OEMS) administers the Rescue Squad Assistance Fund (RSAF) Grants Program, which is a multi-million dollar matching grant program for Virginia governmental, volunteer and no-profit EMS agencies and organizations providing financial assistance based on a demonstrated need.  The primary goal of this program is to financially assist EMS agencies in purchasing equipment and vehicles, and to assist in providing needed EMS training.  This grant program is primarily a reimbursement grant that requires the Grantee to make the purchase of the awarded item and then seek reimbursement based on guidelines from OEMS. Discussion:  This funding will be utilized to purchase nine Microsoft Surface Go 2 Touch Screen Intel Core tablets with nine Metropolis Series Protective Cases for Portsmouth Fire, Rescue and Emergency Services Medic Units. Financial impact:  No local match is required as a condition of the funding. Recommended Action:  Adoption of the ordinance.
