July 27, 2021 <br /> <br />21 - 227 - Adoption of an ordinance accepting a Virginia Homeless Solutions <br />Program grant in the amount of $4,080 from the Department of Housing and <br />Community Development and appropriating said sum in the FY 2022 Grants Fund <br />for use by the Department of Social Services for Portsmouth Continuum of Care <br />Planning Activities. <br /> <br />Background: <br /> <br /> The DHCD administers the Commonwealth of Virginia’s homeless services <br />resources through the Virginia Homeless Solutions Program (VHSP). VHSP’s goal is to <br /> <br />assist households experiencing homelessness to regain stability in permanent housing. <br /> <br /> This funding will support coordinated community-based activities that are designed <br />to reduce the overall length of homelessness in the community, the number of households <br />becoming homeless, and the overall rate of formerly homeless households returning to <br /> <br />homelessness. <br /> <br />Discussion: <br /> <br /> <br /> Funds can be used for the following: <br /> <br /> Centralized or Coordinated Assessment/Entry/System <br />o <br /> <br /> Targeted Prevention <br />o <br /> <br /> Emergency Shelter Operations <br />o <br /> <br /> Rapid Re-Housing <br />o <br /> <br /> CoC Planning <br />o <br /> <br /> HMIS (Homeless Management Information System) <br />o <br /> <br /> Administration <br />o <br /> <br /> The Department of Social Services was awarding these funds to assist the <br /> <br />Portsmouth Continuum of Care in planning activities. <br /> <br />Financial Impact: <br /> <br /> A 25% cash match is required as a condition of the funding. Funding for the match <br />has previously been appropriated as part of the FY 2022 Department of Social Services <br /> <br />budget. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will complete the necessary budget adjustment. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A VIRGINIA HOMELESS SOLUTIONS PROGRAM <br />GRANT IN THE AMOUNT OF $4,080 FROM THE DEPARTMENT OF HOUSING AND <br />COMMUNITY DEVELOPMENT AND APPROPRIATING SAID SUM IN THE FY 2022 <br />GRANTS FUND FOR USE BY THE DEPARTMENT OF SOCIAL SERVICES FOR <br />PORTSMOUTH CONTINUUM OF CARE PLANNING ACTIVITIES.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Woodard, Glover <br />Nays: None <br /> <br />21 - 228 - Adoption of an ordinance accepting American Rescue Plan Act funding <br />in the amount of $28,421,282 and appropriating said amount in the FY 2022 Grants <br />Fund for use in accordance with the requirements of the Act. <br /> <br />Background: <br /> <br /> On March 11, 2021, the American Rescue Plan Act (ARPA) was signed into law <br />and established the Coronavirus State Fiscal Recovery Fund and the Coronavirus Local <br />Fiscal Recovery Fund, which together make up the Coronavirus State and Local <br />Recovery Funds program. <br /> <br /> <br /> <br /> <br /> <br /> <br />
