July 27, 2021 21 - 227 - Adoption of an ordinance accepting a Virginia Homeless Solutions Program grant in the amount of $4,080 from the Department of Housing and Community Development and appropriating said sum in the FY 2022 Grants Fund for use by the Department of Social Services for Portsmouth Continuum of Care Planning Activities. Background:  The DHCD administers the Commonwealth of Virginia’s homeless services resources through the Virginia Homeless Solutions Program (VHSP). VHSP’s goal is to assist households experiencing homelessness to regain stability in permanent housing.  This funding will support coordinated community-based activities that are designed to reduce the overall length of homelessness in the community, the number of households becoming homeless, and the overall rate of formerly homeless households returning to homelessness. Discussion:  Funds can be used for the following: Centralized or Coordinated Assessment/Entry/System o Targeted Prevention o Emergency Shelter Operations o Rapid Re-Housing o CoC Planning o HMIS (Homeless Management Information System) o Administration o  The Department of Social Services was awarding these funds to assist the Portsmouth Continuum of Care in planning activities. Financial Impact:  A 25% cash match is required as a condition of the funding. Funding for the match has previously been appropriated as part of the FY 2022 Department of Social Services budget. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  Finance will complete the necessary budget adjustment. Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING A VIRGINIA HOMELESS SOLUTIONS PROGRAM GRANT IN THE AMOUNT OF $4,080 FROM THE DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT AND APPROPRIATING SAID SUM IN THE FY 2022 GRANTS FUND FOR USE BY THE DEPARTMENT OF SOCIAL SERVICES FOR PORTSMOUTH CONTINUUM OF CARE PLANNING ACTIVITIES.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Woodard, Glover Nays: None 21 - 228 - Adoption of an ordinance accepting American Rescue Plan Act funding in the amount of $28,421,282 and appropriating said amount in the FY 2022 Grants Fund for use in accordance with the requirements of the Act. Background:  On March 11, 2021, the American Rescue Plan Act (ARPA) was signed into law and established the Coronavirus State Fiscal Recovery Fund and the Coronavirus Local Fiscal Recovery Fund, which together make up the Coronavirus State and Local Recovery Funds program.
