July 27, 2021 <br /> <br />At a Regular Meeting of the City Council on Tuesday, July 27, 2021, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa <br />L. Lucas-Burke, Paul J. Battle, Christopher L. Woodard, Jr., City Manager Angel L. Jones, <br />Interim City Attorney Burle U. Stromberg. <br /> <br />Mayor Glover asked for a moment of silence, which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Barnes, and seconded by Mr. Battle, to adopt the minutes of a Called <br />Meeting of July 13, 2021, and of a Regular Meeting of July 13, 2021, and was adopted <br />by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Woodard, Glover <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />21 - 226 - Adoption of an ordinance accepting a grant in the amount of $175,000 <br />from the Office of the Executive Secretary of the Supreme Court of Virginia and <br />appropriating said amount in the FY 2022 Grants Fund for use by the Third Judicial <br />Circuit Court for the Portsmouth Adult Drug Treatment Court Program. <br /> <br />Background: <br /> <br /> The Portsmouth Adult Drug Treatment Court was established to serve as an <br />intensive treatment program for nonviolent felony offenders who are dependent upon <br />drugs and/or alcohol. <br /> <br /> The program was first implemented in 2000. <br /> <br />Discussion: <br /> <br /> The ordinance presented for City Council consideration appropriates the annual <br />grant from the Supreme Court of Virginia that helps to fund the Adult Drug Treatment <br /> <br />Court. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no city cash match required. <br /> <br />Staff Recommends: <br /> <br /> Adoption of the proposed ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The responsibility for overseeing the Portsmouth Adult Drug Treatment Court rests <br />with the Third Judicial Circuit Court of the City of Portsmouth. <br /> <br />Motion by Ms Lucas-Burke, and seconded by Mr. Barnes, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $175,000 FROM THE <br />OFFICE OF THE EXECUTIVE SECRETARY OF THE SUPREME COURT OF VIRGINIA <br />AND APPROPRIATING SAID AMOUNT IN THE FY 2022 GRANTS FUND FOR USE <br />BY THE THIRD JUDICIAL CIRCUIT COURT FOR THE PORTSMOUTH ADULT DRUG <br />TREATMENT COURT PROGRAM.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Woodard, Glover <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
