July 13, 2021 <br /> <br />“ORDINANCE ACCEPTING CHAFEE COVID FUNDING FROM THE VIRGINIA <br />DEPARTMENT OF SOCIAL SERVICES IN THE AMOUNT OF $11,884 AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2022 SOCIAL SERVICES FUND FOR <br />THE SUPPORT OF YOUTH IN FOSTER CARE.” <br /> <br />Ayes: Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />21 - 213 - Adoption of an ordinance accepting COVID ETV funding from the Virginia <br />Department of Social Services in the amount of $3,000 and appropriating said <br />amount in the FY 2022 Social Services Fund for the Education and Training <br />Voucher Program. <br /> <br />Background: <br /> <br /> VDSS has provided local departments of social services (LDSS) with additional <br />funding, authorized by Division X of the Consolidated Appropriations Act 2021, Public <br />Law (P.L.) 116-260 in response to the COVID-19 pandemic and public health <br /> <br />emergency. <br /> <br /> Additional Education and Training Voucher (ETV) COVID funds are available to <br /> <br />address the critical needs of youth and young adults who are, or were, in foster care. <br /> <br />Discussion: <br /> <br /> These funds may be used to provide services and financial assistance to eligible <br />youth or young adults who experienced foster care at age 14 or older and have not yet <br />attained age 27. <br /> <br /> <br /> Portsmouth’s total allocation is $3,000. <br /> <br />Financial Impact: <br /> <br /> No local match is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the appropriate budget adjustments. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Battle, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING COVID ETV FUNDING FROM THE VIRGINIA <br />DEPARTMENT OF SOCIAL SERVICES IN THE AMOUNT OF $3,000 AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2022 SOCIAL SERVICES FUND FOR <br />THE EDUCATION AND TRAINING VOUCHER PROGRAM.” <br /> <br />Ayes: Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />21 - 214 - Adoption of an ordinance accepting COVID APS funding from the Virginia <br />Department of Social Services in the amount of $13,928 and appropriating said <br />amount in the FY 2022 Social Services Fund for the Adult Protective Services <br />Program. <br /> <br />Background: <br /> <br /> The Coronavirus Response and Relief Supplemental Appropriations Act of 2021 <br />will provide first time, federal funding to state Adult Protective Services (APS) programs. <br />Virginia will receive just over $2.2 million of $93 million in available funds to enhance and <br />improve APS provided by States and local units of government in response to the COVID- <br /> <br />19 pandemic. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
