July 13, 2021 <br /> <br /> <br /> Funds allow for the purchase of tangible items used to support the FPM process <br />(such as laptops, printer, flip charts, etc.). FPM funds are also utilized to support family <br />participation in the FPMs. Allowable expenses include transportation for family members <br /> <br />to and from FPMs, and child care provided during FPMs. <br /> <br /> Family Partnership Meeting Allocations were earned during December 1, 2020 – <br />February 1, 2021 in amount of $1,500. <br /> <br />Financial Impact: <br /> <br /> <br /> A local match is required.The local match is 15.5% and has previously been <br />appropriated in the FY 2022 Social Services Fund budget. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the appropriate budget adjustments. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Battle, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING FUNDING FROM THE VIRGINIA DEPARTMENT OF <br />SOCIAL SERVICES IN THE AMOUNT OF $1,500 AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2022 SOCIAL SERVICES FUND FOR THE FAMILY <br />PARTNERSHIP MEETING INCENTIVE PROGRAM.” <br /> <br />Ayes: Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />21 - 211 - Adoption of an ordinance accepting funding from the Virginia Department <br />of Social Services in the amount of $182,243 and appropriating said amount in the <br />FY 2022 Social Services Fund for the In-Home Foster Care Prevention Services <br />Program. <br /> <br />Background: <br /> <br /> The Family First Prevention Services Act (Family First) was adopted in February <br />2018, and includes historic reforms to child welfare funding, most notably adding <br /> <br />additional ways Title IV-E funding can be used for children and families. <br /> <br /> Effective July 1, 2021, there will be two significant changes in Title IV-E funding: <br />1) Title IV-E prevention services (In-Home) funds may be available for specific evidence <br />based services for children who are at risk of entering foster care; and 2), Title IV-E <br />funding will only be available for limited non-family based placements (Qualified <br /> <br />Residential Treatment Programs or other designations). <br /> <br /> The primary goal of In-Home services is to support families to safely maintain <br />children in their own homes or with relative/fictive kin caregivers in their own communities, <br />by addressing identified safety and risk concerns and reducing the reoccurrence of child <br />maltreatment. This is achieved through engagement of the family, support systems, and <br />other service providers. <br /> <br />Discussion: <br /> <br /> The 2020 Special Session I Appropriation Act, Chapter 56, included additional <br />funding beginning in FY 2022 for local departments of social services (LDSS) to continue <br />to provide In-Home foster care prevention services (formerly known as CPS Ongoing) as <br />a result of the Family First Prevention Services Act. The total to be allocated in FY 2022 <br />is $12.8M for the equivalent of 148 new In-Home Family Services Specialists positions. <br />Each received funding for at least one half of a position based on the statewide average <br />cost. <br /> <br /> Portsmouth’s FY 2022 share of the total to be allocated is $182,243. These funds <br />are to be used for any allowable staff and operations activity that is related to In-Home <br /> <br />Family Services such as hiring staff, procuring office space and furniture, training, etc. <br /> <br /> <br /> <br /> <br /> <br /> <br />
