<br /> At a regular meeting of the City Council held on Tuesday, April 22, 1986, there were
<br />present:

<br />James W. Holley, III, Ben A. Beamer, Sr., E. G. Corprew, Jr., J. Robert Gray,
<br />L. Louise Lucas, Gloria O. Webb, Morton V. Whitlow, George L. Hanbury, City
<br />Manager, Steven Lieberman, City Attorney.
<br />
<br /> Rev. Percy O. White. Pastor of St. Mark Baptist Church, opened the meeting with prayer,
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Motion of Mr. Gray and seconded by Mr. Beamer, that the m~nutes of the called meeting of
<br />April 8, 1986; minutes of the regular meeting of A~ril 8, 1986, to be approved as received,
<br />and was adopted by unanimous vote.
<br />
<br /> Mayor Holley welcomed ali visitors in attendance.
<br />
<br /> Mayor Holley recognized approximately 30 students of the Fifth and Sixth Grade Search
<br />Program of Churchland Elementary school, accompanied by their teacher, Ms. Sally Craig and
<br />parents .... :The students after touring Olde Towne, vis,ting city offices, and researching home-
<br />town roots, made models of the Yarious buildings on a scale of 1"=8', which are on display in
<br />City Hall.

<br />86-115 Public Hearing on rezoning applications:

<br />HODGES MANOR NEIGHBORHOOD:- Rezoning application of
<br />Lenard T. Myers, CPA, owner, for property a~ 4501

<br />Residential OR-75-K Conditional.
<br />
<br /> Joseph E. Knight, 4820 Portsmouth Boulevard, spoke in opposition of 2 86-2, as he
<br />considered it spot zoning.
<br />
<br /> Otis E. Baldwin, 404 tareyton Lane, representing Park Manor Civic League, stated that
<br />the Civic League opposed the application.
<br />
<br /> Motion of Mrs. Webb and seconded by Mr. Gray, that Z 86-2 be denied, and was adopted by
<br />the following vote:

<br />K. Su, M.D., owner, for a parcel of land on corporate
<br />city limits of POrtsmouth and Chesapeake, said property
<br />is addressed as 3210 Churchland Boulevard, Chesapeake,
<br />Virginia; from Residential R-150 to Office Residential
<br />0R-75.

<br /> On'motion of Mr. Whitlow and seconded by Mrs. Lucas, to concur in the recommendation of
<br />the Planning Commission, to rezone a parcel of land on corporate city limits of Portsmouth an
<br />Chesapeake, addressed as 3210 Churchland Boulevard, Chesapeake, Virginia, from Residential
<br />R-1S0 to Office Residential OR-7S, and the following ordinance was approved on first reading
<br />by unanimous vote:

<br />Academy, by First Hospital Corporation, contract purchaser, for a
<br />private school/residential treatment facility at 180I Portsmouth Boule
<br />vard, approved on first reading at the Public Hearing of April 8, was
<br />taken up and read.
<br />
<br /> MichaeliGarriott, Suite 870 World Trade Center, Norfolk, representing First Hospital
<br />Corporation, spoke for the application, and stated they had met with representatives of numer-
<br />ous civic leagues and business leaders in the area on April 16, 1986, and hopefully, resolved
<br />the concerns of the citizens.
<br />
<br /> On motion of Mr. Whitlow and seconded by Mrs. Webb, the
<br />on final reading, waivering the normal 30 day waiting period,
<br />vote:

<br /> WHEREAS, Fpundation Boys Academy, by First Hospital Corporation, contract owner, has made
<br />application pursuant to §40-75 (b) of the Code of the City of Portsmouth, Virginia, 1975, for
<br />the granting of a use permit to operate a private school/residential treatment facility at 180~
<br />Portsmouth Boulevard; and
<br />
<br />WHEREAS, the applicant and the Planning Director have done all things required to be done
<br />
