June 8, 2021 <br /> <br />1. Alvin Keels, 999 Waterside Drive, Norfolk, presented the application. <br /> <br />2. Mark Geduldig-Yatrofsky, P. O. Box 50141, voiced his concern with possible fire <br />potential due to lack access by fire trucks. <br /> <br />3. Jack Claude, 901 Port Center Parkway, spoke in support of this item. <br /> <br />4. Tony Goodwin, 900 High Street, asked that commercial space be added to <br />development and to also reconnect the City street grid by connecting Hatton and <br />Primrose Streets to High Street. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to concur with the <br />recommendation of the Planning Commission that UP-21-04 be approved on first reading, <br />and was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br /> <br />(c) CA-21-01CITYWIDE - The City of Portsmouth is proposing to amend City <br />Code Ch. 40.2 Zoning Ordinance to amend Sec. 40.2-307 to expand <br />the use of signs incorporating automatic changeable copy to all <br />zoning districts with the exception of uses under the Residential Use <br />Category; to amend Sec. 40.2-307 to allow outdoor advertising signs <br />to have no more than two sign faces; to amend Sec. 40.2-535 to <br />allow an application for a Special Exception to authorize the <br />modification of a nonconforming sign (excluding nonconforming <br />outdoor advertising signs); to amend Sec. 40.2-533 to allow an <br />application for a Use Permit to authorize the modification of a <br />nonconforming outdoor advertising sign; and to amend Sec. 40.2- <br />301 to require 1.5 off-street parking spaces per dwelling unit for multi- <br /> <br />family dwellings. Planning Commission recommends approval. <br /> <br />1. Bob Baldwin, Deputy City Manager, presented the application. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Battle, to concur with the <br />recommendation of the Planning Commission that UP-21-04 be approved on first reading, <br />and was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />(d) CA-21-02 CITYWIDE - By request of City Council, the City of Portsmouth is <br />proposing to amend City Code Ch. 40.2 Zoning Ordinance Sec. 40.2- <br />533(G) and Sec. 40.2-532(G) to reduce the requirement for two <br />readings before City Council for the approval of Zoning Text, Zoning <br />Map, Conditional Zoning Amendment applications and Use Permit <br />applications to one City Council reading. Planning Commission <br />recommends approval. <br /> <br />1. Bob Baldwin, Deputy City Manager, presented the application <br /> <br />2. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in opposition to this item. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Dr. Whitaker, to concur with the <br />recommendation of the Planning Commission that UP-21-04 be approved on first reading <br />with an amendment to allow a second reading for items that are denied unless otherwise <br />specified by City Council to not allow for a second reading, and was adopted by the <br />following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br />
