June 8, 2021 <br /> <br />At a Virtual Meeting of the City Council on Tuesday, June 8, 2021, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa <br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City <br />Manager Angel L. Jones, Interim City Attorney Burle U. Stromberg. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> <br />-Mayor Glover made the following statement: <br /> <br />“In accordance with Governor Ralph Northam’s Declaration of a State of Emergency due <br />to novel coronavirus (Executive Order 51) on March 12, 2020 and the Local Declaration <br />of Emergency ratified by the Portsmouth City Council; and due to the coronavirus <br />pandemic which is continuing in the Commonwealth of Virginia, this meeting of the <br />th <br />Portsmouth City Council is being held by video conference on the 25 day of May, 2021 <br />without a quorum present in the City Council Chamber in order to reduce the likely spread <br />of the coronavirus. Each city council member is participating from their home and I am in <br />the City Council Chamber. This meeting is being held in accordance with Portsmouth City <br />Ordinance 2020-102.” <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the minutes of <br />a Virtual Called Meeting of May 25, 2021, and of a Virtual Meeting of May 25, 2021, and <br />was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br /> <br />-Mayor Glover, in recognition of Gun Violence Awareness Month, asked citizens and <br />City Council to wear orange in honor of those who have lost their lives to gun violence. <br />He also recognized advocate Monica Atkins with Stop the Violence 757 Inc. <br /> <br />- Public Hearing - <br /> <br />21 - 169 - Public hearing on rezoning, use permit and code amendment applications: <br /> <br /> <br />(a) Z-21-02UPTOWN - Trenton Walker of Pyramid Enterprises, LLC requests <br />the rezoning of 2217 and 2221 Queen Streets from Light Industrial, <br />IL to Multi-family Urban Residential, UR-M to construct a single- <br />family dwelling on the combined lots. The Build One Portsmouth <br />Comprehensive Plan recommends light industrial development. <br />Planning Commission recommends approval. <br /> <br />1. Trenton Walker, 301 Goode Way, presented the application. <br /> <br />Motion by Dr. Whitaker, and seconded by Mr. Barnes, to concur with the <br />recommendation of the Planning Commission that UP-21-04 be approved on first reading, <br />and was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br /> <br />(b) UP-21-09UPTOWN - Alvin Keels, of D&K Builders, requests a Use Permit <br />for a 52-unit townhouse development on approximately 4.1 acres <br />of land located at 1107 and 1021 High Street in the Neighborhood <br />Mixed-Use (NMU) zoning district with a proposed density of 12.65 <br />dwelling units per acre. The Future Land Use Map of the Build One <br />Portsmouth Comprehensive Plan designates this area as a Mixed- <br />Use Corridor. The properties are owned by the Portsmouth <br />Economic Development Authority. Planning Commission <br />recommends approval with conditions. <br /> <br /> <br /> <br /> <br /> <br />
