May 11, 2021 <br /> <br />21-141 (E): <br /> <br />“ORDINANCE APPROVING THE FISCAL YEAR 2022 OPERATING BUDGET FOR <br />THE PORTSMOUTH PUBLIC SCHOOL SYSTEM IN THE AMOUNT OF $219,140,655 <br />AND APPROPRIAING THE NECESSARY FUNDS TO IMPLEMENT SAID BUDGET <br />FOR THE FISCAL YEAR 2022.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />21-141 (F): <br /> <br />“ORDINANCE ADOPTING THE FY 2022 CLASSIFICATION AND PAY PLAN FOR <br />EMPLOYEES OF THE CITY OF PORTSMOUTH, VIRGINIA.” <br /> <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />21-141 (G): <br /> <br />“ORDINANCE TO APPROPRIATE $461,405,625 FOR THE OPERATION OF CITY <br />GOVERNMENT DURING THE FISCAL YEAR BEGINNING JULY 1, 2021.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br /> Mayor Glover congratulated City Manager Jones, Deputy City Manager Pace and the <br /> <br />budget team on completing their first budget. <br /> <br /> Dr. Whitaker spoke on the benefits and efficiency of the one on one sessions with the <br /> <br />City Manager, Chief Financial Officer and staff and asked that this be part of future <br />budget processes. <br /> <br />- New Business - <br /> <br />21 - 142 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />21 - 143 - Items Submitted by Council Members <br /> <br /> <br />Vice Mayor Barnes spoke on the following: <br /> <br /> <br />-Grand opening of Dollar Depot <br /> <br />-Saniyah Bamberg awarded Youth of the Year for the state of Virginia and being <br />accepted into The Juilliard School. <br /> <br /> <br />Vice Mayor Barnes asked that staff set up a meeting with the Waterview Civic League <br /> <br />to address traffic issues in the neighborhood. <br /> <br /> <br />Mr. Moody asked where the funds for the HRA will go now that it’s not budgeted for <br /> <br />retirees. <br /> <br /> <br />-City Manager Jones informed City Council that those funds will go to shore up the <br />80% to get the City towards the policy City Council established for recovery for <br />retirement benefits. <br /> <br /> Mr. Moody asked what will happen to the HRA funds that have rolled over. <br /> <br /> <br /> <br /> <br /> <br />
