April 27, 2021 <br /> <br />At a Virtual Meeting of the City Council on Tuesday, April 27, 2021, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa <br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City <br />Manager Angel L. Jones, Interim City Attorney Burle U. Stromberg. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Mayor Glover made the following statement: <br /> <br /> <br />“In accordance with Governor Ralph Northam’s Declaration of a State of Emergency due <br />to novel coronavirus (Executive Order 51) on March 12, 2020 and the Local Declaration <br />of Emergency ratified by the Portsmouth City Council; and due to the coronavirus <br />pandemic which is continuing in the Commonwealth of Virginia, this meeting of the <br />th <br />Portsmouth City Council is being held by video conference on the 27 day of April, 2021 <br />without a quorum present in the City Council Chamber in order to reduce the likely spread <br />of the coronavirus. Each city council member is participating from their home and I am in <br />the City Council Chamber. This meeting is being held in accordance with Portsmouth City <br />Ordinance 2020-102.” <br /> <br /> Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, of a Virtual Called <br />Meeting of April 13, 2021, and of a Virtual Meeting of April 13, 2021, and was adopted by <br />the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />- Presentations - <br /> <br /> <br /> Mayor Glover informed citizens and City Council of the achievements of high school <br />students Trinity Allen, I. C. Norcom High School, Youth Poet Laureate Ambassador <br />for the City of Portsmouth, and SaniYah Bamberg, Woodrow Wilson High School, <br />Boys & Girls Clubs of Southeast Virginia's 2021 Portsmouth Youth of the Year. <br /> <br /> <br /> Councilwoman Lucas-Burke welcomed the Portsmouth Alumni Chapter of Delta <br />Sigma Theta Inc. to Delta Day at City Hall. <br /> <br />- Public Hearing - <br /> <br /> <br />21-127(a) Public hearing to consider the Annual Operating Budget for FY2022. <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in support of the increase in the <br />school’s budget and with Council’s decision to not provide bonuses to retirees. He <br />also suggested that funding be provided for those positons not covered by the <br />standards of quality. <br /> <br /> (b) Public hearing on the recommended 2022-2026 Capital <br />Improvement Program. <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, asked that the jail, transfer station, and <br />water park be included in the CIP. <br /> <br />(c) Public hearing on proposed changes to Rates and Levies for the <br />Fiscal Year ending June 30, 2022. <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, asked that City Council reevaluate the <br /> Implementation of parking fees at garages. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
