March 23, 2021 <br /> <br />Discussion: <br /> <br /> There are times when teen mothers are within the custody of DSS and are a part <br />of our Foster Care Program. Sigma Gamma Rho Sorority, Inc., Alpha Beta Sigma <br />Portsmouth Alumnae Chapter, is a nonprofit collegiate organization that focuses on <br />scholarships and community service. Under their Cradle Care Project, they would like to <br />support a teen mother with transportation, education and/or items or service that focus <br /> <br />on skill building. <br /> <br />Financial Impact: <br /> <br /> The funding available to provide support for children in Foster Care would <br /> <br />increase by $200. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the appropriate budget adjustments <br /> <br />Motion by Mr. Barnes, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING WITH APPRECIATION A DONATION IN THE AMOUNT <br />OF $200 FROM SIGMA GAMMA RHO SORORITY, INC. AND APPROPRIATING SAID <br />FUNDS TO THE FY 2021 GRANTS FUND FOR USE BY THE DEPARTMENT OF <br />SOCIAL SERVICES FOR THE FOSTER CARE PROGRAM.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />21 - 100 - Adoption of an ordinance appropriating $45,406,189 to the FY 2021 <br />General Fund and Risk Management Fund Operating Budgets for the Portsmouth <br />Public Schools to implement the fourth quarter of the annual budget. <br /> <br />Background: <br /> <br /> On May 12, 2020, City Council: (1) approved the FY 2021 PPS General Fund & <br />Risk Management Fund Operating Budgets in the total amount of $181,624,762; (2) <br />appropriated funding for the first quarter of said budgets in the amount of $45,406,191; <br />and (3) approved and appropriated the entire budgeted annual amounts for the remainder <br />of the FY 2021 PPS Funds, including $19,059,930 for the Grant Fund, $8,788,275 for the <br /> <br />Food Services Fund, and $1,417,605 for the Textbook Fund. <br /> <br /> Ordinances appropriating the second and third quarter funding for the General <br />Fund & Risk Management Fund Operating Budgets were adopted on September 22, 2020 <br />and December 8, 2020, respectively. <br /> <br /> Funding for the fourth and final quarter of the General Fund & Risk Management <br /> <br />Fund Operating Budgets needs appropriation prior to the start of the next quarter. <br /> <br />Discussion: <br /> <br /> Due to the potential economic impact of COVID-19 on revenues, City Council <br />decided to make quarterly appropriations for the FY 2021 PPS General Fund & Risk <br /> <br />Management Operating Budgets. <br /> <br />Financial Impact: <br /> <br /> The funds appropriated by the Ordinance proposed for Council adoption were <br />approved as part of the City’s adoption of the FY 2021 City Budget on May 12, 2020. <br /> <br />Staff Recommends: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department and the Schools will complete the necessary budget <br /> <br />adjustments. <br /> <br /> <br /> <br /> <br />
