March 23, 2021 <br /> <br />At a Virtual Meeting of the City Council on Tuesday, March 23, 2021, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa <br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., Interim <br />City Manager LaVoris A. Pace, Interim City Attorney Burle U. Stromberg. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Mayor Glover made the following statement: <br /> <br /> <br />“In accordance with Governor Ralph Northam’s Declaration of a State of Emergency due <br />to novel coronavirus (Executive Order 51) on March 12, 2020 and the Local Declaration <br />of Emergency ratified by the Portsmouth City Council; and due to the coronavirus <br />pandemic which is continuing in the Commonwealth of Virginia, this meeting of the <br />rd <br />Portsmouth City Council is being held by video conference on the 23 day of March, <br />2021 without a quorum present in the City Council Chamber in order to reduce the likely <br />spread of the coronavirus. Each city council member is participating from their home and <br />I am in the City Council Chamber. This meeting is being held in accordance with <br />Portsmouth City Ordinance 2020-102.” <br /> <br /> Motion by Mr. Moody, and seconded by Dr. Whitaker, to approve the minutes of a <br />of a Virtual Called Meeting of March 9, 2021, and of a Virtual Meeting of March 9, 2021, <br />and was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />- Public Hearing - <br /> <br /> <br />21-98Public hearing on a proposed adoption by the City Council of a resolution <br />to authorize the City to contract a debt and issue general obligation bonds <br />(the "Bonds") of the City, or notes in anticipation thereof, in a principal <br />amount estimated not to exceed $42,400,000 to finance the costs of the <br />City's Capital Improvement Program as City Council may amend it from time <br />to time, including the (i) replacement of a portion of the Churchland Bridge, <br />(ii) repair and replacements of sections of the Portsmouth Seawall, (iii) <br />installation of the City Fiber Network Project, and (iv) upgrade and <br />installation of the City's Public Safety Radio system, and the costs of issuing <br /> <br />the Bonds. <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, asked that projects that have been <br /> presented by the School Board be included in this proposal. <br /> <br /> <br />-Councilman Whitaker asked for a breakdown of the miscellaneous projects and <br />the amount designated for each project. <br /> <br />- City Manager’s Report - <br /> <br />21 - 99 - Adoption of an ordinance accepting with appreciation a donation in the <br />amount of $200 from Sigma Gamma Rho Sorority, Inc. and appropriating said funds <br />to the FY 2021 Grants Fund for use by the Department of Social Services for the <br />Foster Care Program. <br /> <br />Background: <br /> <br /> The Department of Social Services, Foster Care Program, works with foster <br />parents to provide a safe and nurturing home to children who are in the custody of a local <br />department of Social Services. Foster parents work in partnership with the child, the <br />agency and the birth parents to resolve problems and reunite the family whenever <br /> <br />possible. <br /> <br /> <br /> <br /> <br /> <br /> <br />
