February 23, 2021 Next Steps Following Council Action:  The General Registrar/Director of Elections will notify voters by mail of the new precinct location in a timely manner and will advertise the change in the local newspaper. Motion by Ms. Lucas-Burke, and seconded by Mr. Barnes, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE TO AMEND SECTION 10-119 OF CHAPTER 10 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, AS AMENDED, TO CHANGE THE VOTING LOCATION FOR PRECINCT NUMBER 36 FROM SCOTTISH RITE TEMPLE TO CHURCHLAND HIGH SCHOOL, LOCATED AT 4301 CEDAR LANE, AND TO FORMALLY CHANGE THE NAME OF PRECINCT NUMBER 36 TO “CHURCHLAND HIGH SCHOOL”.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None - New Business - 21 - 78 - Boards and Commissions • Motion by Dr. Whitaker, and seconded by Mr. Barnes, pursuant to City Council authority that members of the Portsmouth Port and Industrial Commission be removed with notice to reapply, and was adopted by the following vote: Ayes: Barnes, Battle, Whitaker, Woodard, Glover Nays: Lucas-Burke, Moody • Motion by Dr. Whitaker, and seconded by Mr. Barnes, pursuant to Virginia Code Section 15-2-4904 and Virginia Code Section 2-813 that members of the Economic Development Authority be removed with notice to reapply, and was denied by the following vote: Ayes: Barnes, Battle, Whitaker, Woodard Nays: Lucas-Burke, Moody, Glover *This motion failed due to the lack of a unanimous vote which is required. Councilman Whitaker offered the following nominations: Board of Zoning Appeals Ambakey Bolden to be appointed an ALTERNATE to fill a term ending December 31, 2025, replacing David Stevenson. Danielle Larrew to be appointed an ALTERNATE to fill a term ending December 31, 2025, replacing Gary Bunting. Clean Community Commission Crystal Gamble to be appointed to a three-year term ending June 30, 2024. Jaclyn Grigg to be appointed to a three-year term ending June 30, 2024. Eric Lopez to be appointed to a three-year term ending June 30, 2024. Herbby Dameus to be appointed to a two-year term ending June 30, 2023. Ashley Strickland-Austin to be appointed to a two-year term ending June 30, 2023. Kimberly Blunt to be appointed to a two-year term ending June 30, 2023. Mallenia Foster to be appointed to a one-year term ending June 30, 2022. Ben Foster to be appointed to a one-year term ending June 30, 2022. Thomas Owen III to be appointed to a one-year term ending June 30, 2022. Community Criminal Justice Board Latoya Hill to be appointed to fill a term ending June 30, 2022, replacing Lopez Scott. Lt. Col. Chris Walz to be appointed to replace David Hackworth.
