February 23, 2021 <br /> <br />At a Virtual Meeting of the City Council on Tuesday, February 23, 2021, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa <br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., Interim <br />City Manager LaVoris A. Pace, Interim City Attorney Burle U. Stromberg. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Mayor Glover made the following statement: <br /> <br /> <br />“In accordance with Governor Ralph Northam’s Declaration of a State of Emergency due <br />to novel coronavirus (Executive Order 51) on March 12, 2020 and the Local Declaration <br />of Emergency ratified by the Portsmouth City Council; and due to the coronavirus <br />pandemic which is continuing in the Commonwealth of Virginia, this meeting of the <br />rd <br />Portsmouth City Council is being held by video conference on the 23 day of February, <br />2021 without a quorum present in the City Council Chamber in order to reduce the likely <br />spread of the coronavirus. Each city council member is participating from their home and <br />I am in the City Council Chamber. This meeting is being held in accordance with <br />Portsmouth City Ordinance 2020-102.” <br /> <br /> Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to approve the <br />minutes of a Virtual Called Meeting of February 8, 2021, of a Virtual Called Meeting of <br />February 9, 2021, and of a Virtual Meeting of February 9, 2021, and was adopted by the <br />following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />21 - 77 - Adoption of an ordinance to amend section 10-119 of Chapter 10 of the <br />Code of the City of Portsmouth, Virginia, as amended, to change the voting location <br />for Precinct Number 36 from Scottish Rite Temple to Churchland High School, <br />located at 4301 Cedar Lane, and to formally change the name of Precinct Number <br />36 to “Churchland High School.” <br /> <br />Background: <br /> <br /> The Portsmouth Electoral Board recommends moving the polling place for Precinct <br />No. 36, Scottish Rite Temple, located at 3401 Cedar Lane, to Churchland High School, <br /> <br />4301 Cedar Lane. <br /> <br />Discussion: <br /> <br /> Churchland High School is located at 4301 Cedar Lane. The proposed polling <br /> <br />place is within the precinct boundary lines. <br /> <br /> The school has 531 parking spaces, is handicapped accessible, and has 13 <br />handicapped parking spaces, and on street parking. There will be additional handicapped <br />parking spaces during a general election if needed. <br /> <br /> 02/05/2021. <br /> Precinct No. 36 has4,072 registered voters as of <br /> <br /> As required by the Department of Elections, the proposed ordinance also <br />designates the name of Precinct 36 as the name of the voting location. <br /> <br />Financial Impact: <br /> <br /> The financial impact will be minimal. Voters registered in the precinct will be <br />notified of the change once approved as required by Virginia Code §24.2-306. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
