January 12, 2021 <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br /> Ms. Lucas-Burke asked that staff bring back an update on collective bargaining at an <br /> <br />upcoming meeting. <br /> <br /> Interim City Attorney Stromberg will provide that update. <br /> <br /> Mr. Moody spoke on the following: <br /> <br /> <br />-Repainting of Portsmouth logo on water towers and cleaning of mold on tanks. <br /> <br />-Reservoirs in Holley Point being half full and the effect it’s having on the water <br />pressure <br /> <br />-Asked that staff bring back a report on the calculation of water pressure in the area <br />in comparison to neighboring cities. <br /> <br /> Interim City Manager Pace will bring back a report on how water pressure is <br />calculated in comparison to other cities. <br /> <br /> Mr. Woodard spoke on the following: <br /> <br /> <br />-Citizen inquiry to relocate the African American Museum to the former Sports Hall <br />of Fame. <br /> <br /> Interim City Manager Pace responded to the inquiry. <br /> <br /> Dr. Whitaker asked for a consensus to vote on rescinding Code Section 3.11 of the <br /> <br />City Charter. <br /> <br />-Interim City Attorney Stromberg asked that City Council vote after the current <br />General Assembly session due to a provision that requires all processes be <br />completed. He will also provide an update at the next City Council meeting with the <br />time line for a public hearing. <br /> <br /> Dr. Whitaker inquired about the legal contract providing legal representation to former <br /> <br />Mayor John Rowe. <br /> <br />-Interim City Attorney Stromberg responded to the inquiry. <br /> <br /> Dr. Whitaker asked Interim City Attorney Stromberg to provide, in writing, how Mr. <br /> <br />Rowe performed in his capacity as Mayor. <br /> <br />-Interim City Attorney Stromberg will provide an update at the next meeting. <br /> <br /> Dr. Whitaker asked for an update on the water extension policy and also on the plan <br /> <br />to provide vaccines to citizens. <br /> <br />-Interim City Attorney Stromberg informed citizens and City Council that Dr. James, <br />Health Department Director, will provide an update at the next City Council <br />meeting. <br /> <br />21 - 26 - Report on Pending Items <br /> <br /> <br /> <br />There were no pending items. <br /> <br />21 - 27 - Non-Agenda Speakers <br /> <br />1. Heather Hallowell, commented her opposition to appointing Danny Meeks as City <br />Manager. <br /> <br />2. Rahsaad Phares, 715 South Street, proposed a City sponsored Safety Day to bring <br />about a bond and understanding between the police and citizens. <br /> <br />3. Max Greenhood, 119 Crawford Parkway, spoked in opposition to the usurping of the <br />process to select a City Manager. <br /> <br />4. Mark Geduldig-Yatrofsky, P. O. Box 50141, suggested that, due to a decline in the <br />HRRJ population, City Council renegotiate with HRRJ partners to allocate a wing of <br />the HRRJ exclusively for Portsmouth inmates to be administered by Sheriff’s <br />deputies. <br /> <br /> <br /> <br /> <br /> <br />
