<br /> City Attorney/Manager Positions Presentation - Debra White, City Clerk
<br />
<br /> There was a consensus of City Council to move forward with the professional
<br />announcement for the position of City Attorney.
<br />
<br /> Motion by Mr. Woodard, and seconded by Mr. Battle, to appoint Danny Meeks as
<br />City Manager, and was adopted by the following vote:
<br />
<br />Ayes: Barnes, Battle, Moody, Woodard
<br />Nays: Lucas-Burke, Whitaker, Glover
<br />
<br />Motion by Mr. Moody, and seconded by Mr. Woodard, to go into a closed electronic
<br />meeting pursuant to Virginia Code subsections 2.2-3708.2 A.3 and 2.2-3711 A.1 and City
<br />Council Ordinance 2020 - 102 for the purpose of discussing and considering prospective
<br />candidates for appointment to the positions of city manager and/or city attorney, and was
<br />adopted by the following vote:
<br />
<br />Ayes: Barnes, Battle, Moody, Woodard
<br />Nays: Lucas-Burke, Whitaker, Glover
<br />
<br />Motion by Mr. Battle, and seconded by Mr. Barnes, pursuant to Virginia Code
<br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge:
<br />
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements under the Virginia Freedom of Information Act, and
<br />
<br />2. Only such public business matters as were identified in the motion by which the
<br />closed meeting was convened were heard, discussed, or considered in the
<br />closed meeting just concluded.

<br />The motion was adopted by the following vote:

<br />Nays: None
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Battle, to reconsider the vote for City
<br />Manager, and was adopted by the following vote:

<br />Nays: None

<br /> Motion by Mr. Woodard, and seconded by Mr. Battle, to appoint Danny Meeks as
<br />City Manager, and was adopted by the following vote:

<br /> Motion by Mr. Moody, and seconded by Mr. Woodard, to extend the deadline for
<br />applications to the positon of City Manager to Wednesday, January 20, 2021, and was
<br />adopted by the following vote:

<br />Nays: Lucas-Burke, Whitaker, Glover

<br /> Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to direct legal counsel
<br />to cease all legal action against the Sheriff, closing of the jail, and the transferring of
<br />inmates to the Hampton Roads Regional Jail (HRRJ), and was adopted by the following
<br />vote:
