December 8, 2020 <br /> <br />Background: <br /> <br /> There is a need to add $12,970 of program income generated by the sale of land <br />to the appropriation for the Community Planning and Development Program for FY 2021. <br /> <br />Discussion: <br /> <br /> The program income funds will be included in the FY 21 Annual Action Plan. <br /> <br /> The additional program income needs to be appropriated by City Council. <br /> <br />Financial impact: <br /> <br /> The funds will support activities in the existing Annual Action Plan and there will <br />be no impact to service delivery. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The funds are approved and available upon authorization of the appropriation. <br /> <br />Motion by Mr. Battle, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING $12,970 OF COMMUNITY DEVELOPMENT BLOCK <br />GRANT PROGRAM INCOME AND APPROPRIATING SAID AMOUNT IN THE FY 2021 <br />COMMUNITY PLANNING AND DEVELOPMENT PROGRAM FUND.” <br /> <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 314 - Adoption of an ordinance accepting Marketing Leverage Grant Program <br />funds in the amount of $10,000 from the Virginia Tourism Corporation and <br />appropriating the said amount into the FY2021 Grants Fund for use by the <br />Department of Parks, Recreation and Tourism. <br /> <br />Background: <br /> <br /> The City has received a tourism grant from the Virginia Tourism Corporation for <br />$10,000 to advertise for spring travel to Portsmouth. <br /> <br />Discussion: <br /> <br /> The Virginia Tourism Corporation wants to stimulate travel throughout the <br />Commonwealth in an effort to aid the recovery of the travel and hospitality industry since <br />the emergence of COVID-19. The coronavirus has had a devastating impact on the <br />tourism and hospitality industries in Virginia. As the Commonwealth slowly reopens for <br />business, Virginia Tourism is offering these grant funds as a first step to re-entry into the <br />marketplace to spur economic activity and travel across the Commonwealth. The <br />planned spring advertising campaign will target in-state markets, including NOVA, <br />Richmond, Charlottesville, Lynchburg and Roanoke using itinerary video and static ads <br />focused on Guys Golf Getaway, Couples Getaway, Girlfriends Getaway, and 48 hours of <br />family fun. <br /> <br />Financial Impact: <br /> <br /> The grant requires a dollar for dollar in-kind match. It also requires partnership <br />with local groups. The City’s partners for purposes of the grant are Olde Towne Business <br />Association and Hoffler Creek Wildlife Preserve.
