December 8, 2020 20 - 296 - Rezoning: Motion by Mr. Clark, and seconded by Ms. Psimas, to adopt the following ordinance approved on first reading at the November 24, 2020 meeting, and was adopted by the following vote: 20-296(d): “ZONING AMENDMENT ORDINANCE Z-20-06.” Ayes: Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: Battle - City Manager’s Report - 20 - 312 - Adoption of an ordinance appropriating the necessary funds to implement the General Fund and Risk Management Fund of the FY 2021 Portsmouth Public Schools Budget for the Third Quarter of Fiscal Year 2021. Background:  On May 12, 2020, City Council approved the FY 2021 PPS Budget and appropriated (1) the First Quarter funding for the FY 2021 PPS General Fund and Risk Management Fund Operating Budgets and (2) the full year funding for the FY 2021 PPS Grants Fund, Food Services Fund, and Textbook Fund Budgets.  On September 22, 2020, City Council appropriated the Second Quarter funding for the FY 2021 PPS General Fund and Risk Management Fund Operating Budgets.  Funding for the Third Quarter of the FY 2021 PPS General Fund and Risk Management Budgets must be appropriated before the start of the next quarter on January 1, 2021.  The amounts to be appropriated are $40,122,523 for the General Fund Budget and $5,283,668 for the Risk Management Fund Budget. Discussion:  Beginning July 1, 2020, City Council decided to make quarterly appropriations to the PPS General Fund and Risk Management Fund Budgets due to the uncertain economic impact of COVID-19 on City revenues and the School Funding Formula. Financial Impact:  As a result of this appropriation, the City will provide the previously approved amount of FY 2021 Local Share funding for the Third Quarter of the FY 2021 PPS General Fund and Risk Management Fund Budgets. Staff Recommends:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Department and the Schools will complete the necessary budget adjustments.
