September 22, 2020 <br /> <br />WHEREAS, <br /> the Virginia Clean Economy Act codifies the delivery of 5,200MW of <br />offshore wind by 2034, with the first 2,600 MW to be in-service by 2028, enough electricity <br />to power over 650,000 Virginia homes; and <br /> <br />WHEREAS, <br /> in June 2020, Dominion partnered with Ørsted to install the Coastal <br />Virginia Offshore Wind project, the nation’s first offshore wind project in federal waters; <br />and <br /> <br />WHEREAS, <br /> since 2009 hundreds of stakeholders (businesses, government <br />representatives, elected officials, and university leaders) have worked together to <br />deconflict the offshore wind energy areas off our coast; and <br /> <br />WHEREAS, <br /> the Council recognizes the importance of ensuring that offshore wind <br />and the U.S. Department of Defense can co-exist in federal waters off the coast of <br />Virginia; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> (1) That the Council agrees to support DMME as well as other state, federal <br />and regional agencies to proactively pursue regional economic development efforts <br />related to the offshore wind supply chain; <br /> <br /> (2) That the Council agrees to support state and regional workforce <br />development efforts to develop new and strengthen existing workforce development <br />programs to further advance the offshore wind supply chain and provide good job <br />opportunities for the citizens of Portsmouth; <br /> <br /> (3) That the Council agrees to do its part in assisting the Commonwealth in <br />meeting its 100% clean energy goals; and <br /> <br /> <br /> (4) That this resolution shall be in effect from and after its adoption.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 226 - Adoption of a resolution authorizing the relocation of a water line <br />easement in favor of the City located on property in Chesapeake owned by <br />Churchland Ventures, LLC. (Roll Call <br /> <br />Background: <br /> <br /> <br /> In April 2020 Churchland Ventures, LLC granted the City an easement for the <br />installation and maintenance of a new water line. <br /> <br /> After the water line was constructed, it was determined that the line is not located <br />in the center of the easement area granted. <br /> <br /> To protect the City’s facilities, it is necessary to relocate the easement area. <br /> <br />Discussion: <br /> <br /> The Resolution proposed for Council consideration authorizes the City Manager to <br />vacate the existing easement. <br /> <br /> Simultaneously with the vacation of the existing easement, Churchland Ventures, <br />LLC will grant the City a new easement, with the easement area centered on the <br />installed water line. <br /> <br />Financial Impact: <br /> <br /> <br /> There are no financial impacts. <br /> <br />Recommended Action: <br /> <br /> Adoption of the Resolution. <br /> <br /> <br /> <br /> <br /> <br /> <br />
