Box 50141, commented in support of this item. <br /> <br />Motion by Mr. Clark, and seconded by Mr. Battle, to adopt the following ordinance, <br />and was adopted by the following vote: <br /> <br />“ORDINANCE TO RE-APPROPRIATE UNEXPENDED FUNDS IN THE AMOUNT OF <br />$2,805,011 FROM THE FY 2020 PORTSMOUTH PUBLIC SCHOOLS GENERAL FUND <br />BUDGET TO THE FY 2021 PORTSMOUTH PUBLIC SCHOOLS GENERAL FUND <br />BUDGET.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 213 - Adoption of a resolution forming the Portsmouth Community Broadband <br />Network Authority. <br /> <br />Background: <br /> <br /> Beginning with FY 2018 Budget, City Council Adopted a CIP Project called “City <br />Fiber Network” (Portsmouth Community Broadband Network) to design and construct a <br />fiber network ring to provide resiliency and ensure service availability to municipal <br />operations. Network construction currently resides at 95% awaiting agreements with local <br />and state agencies. <br /> <br /> The Virginia Code prevents localities from providing internet service to citizens or <br />businesses directly; however, localities may form broadband authorities that may, in turn, <br />offer internet service directly. <br /> <br />Discussion: <br /> <br /> Despite its high population density, Portsmouth has limited options for high speed <br />internet, and some areas are severely underserved. Forming a broadband authority would <br />allow the City to leverage its fiber ring to and provide more options to its residential and <br />corporate citizens. An Authority could also construct wireless towers to bring wireless <br />internet access to underserved areas, like PRHA properties. <br /> <br />Financial Impact: <br /> <br /> There is no financial impact to the City from the formation of the Authority. <br /> <br />Recommended Action: <br /> <br /> Adoption of the resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> The City Manager and City Attorney will register the Articles of Incorporation with <br />the State Corporation Commission. <br /> <br /> <br /> <br /> <br /> <br />
