July 28, 2020 <br /> <br /> <br /> Eligible planning costs include the following: (1) Developing a communitywide or <br />region-wide process involving the coordination of nonprofit homeless providers, victim <br />service providers, faith-based organizations, governments, businesses, advocates, public <br />housing agencies, school districts, social service providers, mental health agencies, <br />hospitals, universities, affordable housing developers, law enforcement, organizations <br />that serve veterans, and homeless and formerly homeless individuals; (2) Determining <br />the geographic area that the Continuum of Care will serve; (3) Developing a Continuum <br />of Care system; (4) Evaluating the outcomes of projects for which funds are awarded in <br />the geographic area, including the Emergency Solutions Grants program; (5) Participating <br />in the consolidated plan(s) of the jurisdiction(s) in the geographic area; and (6) Preparing <br />and submitting an application to HUD on behalf of the entire Continuum of Care <br />membership, including conducting a sheltered and unsheltered point-in-time count and <br />other data collection as required by HUD. <br /> <br />Discussion <br /> <br /> DSS will be working with The Planning Council to carry out administrative functions <br />related to the NOFA application for Portsmouth. <br /> <br /> DSS will be utilizing any remaining funds for one or more of the activities noted <br />above. <br /> <br />Financial Impact: <br /> <br /> The funding requires a 25% local cash match, which match has been budgeted as <br />part of the FY 2021 Social Services Fund Budget and will be transferred to the FY 2021 <br /> <br />Grants Fund. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will complete the necessary budget adjustment. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Battle, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE (1) ACCEPTING COVID-19 EMERGENCY FUNDS IN THE AMOUNT OF <br />$34,976 FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT <br />AND APPROPRIATING SAID SUM IN THE FY 2021 GRANTS FUND TO SUPPORT <br />COSTS ASSOCIATED WITH THE PORTSMOUTH HOMELESS ACTION <br />CONSORTIUM CONTINUUM OF CARE AND (2) AUTHORIZING THE TRANSFER OF <br />$8,744 FROM THE FY 2021 SOCIAL SERVICES FUND BUDGET AND <br />APPROPRIATING SAID SUM IN THE FY 2021 GRANTS FUND TO SERVE AS THE <br />REQUIRED LOCAL MATCH FOR THE COVID-19 FUNDING.” <br /> <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 191 - Adoption of an ordinance accepting an Emergency Food and Shelter <br />National Board Program Grant in the amount of $9,989 from the Department of <br />Homeland Security and appropriating said sum in the FY 2021 Grants Fund for use <br />by the Department of Social Services to assist Portsmouth citizens who have <br />emergency shelter or utility needs. <br /> <br />Background: <br /> <br /> The EFSP was established on March 24, 1983, with the signing of the “Jobs <br />Stimulus Bill,” Public Law 98-8. That legislation created a National Board chaired by the <br />Federal Emergency Management Agency (FEMA) that consisted of representatives from <br />the American Red Cross, Catholic Charities USA, National Council of Churches of Christ <br />in the USA; the Jewish Federation of North America, The Salvation Army, and United <br />Way Worldwide. <br /> <br /> <br /> <br /> <br /> <br /> <br />
