Pat Burns, 1219 Portsmouth Boulevard, commented in support of relocating the monument. - City Manager’s Report - 20 - 189 - Adoption of an ordinance accepting $339,735 of Community Development Block Grant program income and appropriating said amount in the FY 2021 Community Planning and Development Program Fund Budget. Background:  There is the need to add to the appropriation for the Community Planning and Development Program for FY 21 the amount $339,735 in program income generated by the sale of land. Discussion:  The program income funds will be included in the FY 21 Annual Action Plan.  The additional program income needs to be appropriated by City Council. Financial impact:  The funds will support activities in the existing Annual Action Plan and there will be no impact to service delivery Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The funds are approved and available upon authorization of the appropriation. Motion by Mr. Moody, and seconded by Mr. Clark, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING $339,735 OF COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM INCOME AND APPROPRIATING SAID AMOUNT IN THE FY 2021 COMMUNITY PLANNING AND DEVELOPMENT PROGRAM FUND BUDGET.” Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None 20 - 190 - Adoption of an ordinance (1) accepting COVID-19 Emergency Funds in the amount of $34,976 from the U.S Department of Housing and Urban Development and appropriating said sum in the FY 2021 Grants Fund to support costs associated with the Portsmouth Homeless Action Consortium Continuum of Care and (2) authorizing the transfer of $8,744 from the FY 2021 Social Services Fund Budget and appropriating said sum in the FY 2021 Grants Fund to serve as the required local match for the COVID-19 funding. Background:  DSS is the Collaborative Applicant or Lead organization of the Portsmouth Homeless Action Consortium (PHAC) Continuum of Care (CoC) and is the eligible applicant designated by the Continuum of Care to apply for planning funds.
