Pat Burns, 1219 Portsmouth Boulevard, commented in support of relocating the <br />monument. <br /> <br />- City Manager’s Report - <br /> <br />20 - 189 - Adoption of an ordinance accepting $339,735 of Community Development <br />Block Grant program income and appropriating said amount in the FY 2021 <br />Community Planning and Development Program Fund Budget. <br /> <br />Background: <br /> <br /> There is the need to add to the appropriation for the Community Planning and <br />Development Program for FY 21 the amount $339,735 in program income generated by <br />the sale of land. <br /> <br />Discussion: <br /> <br /> The program income funds will be included in the FY 21 Annual Action Plan. <br /> <br /> The additional program income needs to be appropriated by City Council. <br /> <br />Financial impact: <br /> <br /> The funds will support activities in the existing Annual Action Plan and there will <br />be no impact to service delivery <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The funds are approved and available upon authorization of the appropriation. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Clark, to adopt the following ordinance, <br />and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING $339,735 OF COMMUNITY DEVELOPMENT BLOCK <br />GRANT PROGRAM INCOME AND APPROPRIATING SAID AMOUNT IN THE FY 2021 <br />COMMUNITY PLANNING AND DEVELOPMENT PROGRAM FUND BUDGET.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 190 - Adoption of an ordinance (1) accepting COVID-19 Emergency Funds in <br />the amount of $34,976 from the U.S Department of Housing and Urban <br />Development and appropriating said sum in the FY 2021 Grants Fund to support <br />costs associated with the Portsmouth Homeless Action Consortium Continuum of <br />Care and (2) authorizing the transfer of $8,744 from the FY 2021 Social Services <br />Fund Budget and appropriating said sum in the FY 2021 Grants Fund to serve as <br />the required local match for the COVID-19 funding. <br /> <br />Background: <br /> <br /> DSS is the Collaborative Applicant or Lead organization of the Portsmouth <br />Homeless Action Consortium (PHAC) Continuum of Care (CoC) and is the eligible <br /> <br />applicant designated by the Continuum of Care to apply for planning funds. <br /> <br /> <br /> <br /> <br />
